RECCHE, President, and WATERFORD LIMITED PARTNERSHIP, an Ohio limited partnership, by WATERFORD, LLC, an Ohio limited liability company, Sole General Partner, by JOSEPH J. RECCHE, President, and 750 NORTH FOURTH STREET, LLC, an Ohio limited liability company by COURTYARD TOWNHOMES, LLC, an Ohio limited liability company, Managing Member, by JOSEPH J. RECCHE, Managing Member, has submitted the plat titled JEFFREY PLACE SECTION 1 to the City Engineer's Office for review and approval. This plat has been reviewed and approved by the City Engineer. The following legislation allows the City to accept said plat for property located at the southeast corner of North Fourth Street and East First Avenue.

RECCHE, President, and 750 NORTH FOURTH STREET, LLC, an Ohio limited liability company by COURTYARD TOWNHOMES, LLC, an Ohio limited liability company, Managing Member, by JOSEPH J. RECCHE, Managing Member and to declare an emergency.

WHEREAS, the plat titled JEFFREY PLACE SECTION 1 (hereinafter "plat"), has been submitted to the City Engineer's Office for approval and acceptance; and
WHEREAS, GREEN ARBORS HOUSING LIMITED PARTNERSHIP, an Ohio limited partnership, by GREEN ARBORS HOUSING, LLC, an Ohio limited liability company, Sole General Partner, by NATIONAL COMMUNITY BUILDERS, INC., an Delaware corporation, Sole Member, by JOSEPH J. RECCHE, President, and WATERFORD LIMITED PARTNERSHIP, an Ohio limited partnership, by WATERFORD, LLC, an Ohio limited liability company, Sole General Partner, by JOSEPH J. RECCHE, President, and 750 NORTH FOURTH STREET, LLC, an Ohio limited liability company by COURTYARD TOWNHOMES, LLC, an Ohio limited liability company, Managing Member, by JOSEPH J. RECCHE, Managing Member, owners of the platted land, desires to dedicate to the public use all or such parts of the Alleys, Avenues and Streets shown on said plat and not heretofore so dedicated; and
WHEREAS, after examination, it has been found to be in the best interest of the City to accept said plat; and now, therefore
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service and Transportation in that it is immediately necessary to pass this ordinance as an emergency measure because of the need to expedite the next phase of contstruction in a timely manner; for the preservation of the public health, peace, property, safety, and welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the plat titled JEFFREY PLACE SECTION 1 on file in the office of the City Engineer, Transportation Division, be and the same is hereby accepted.
Section 2. That this ordinance shall take effect and be in force from and after the earliest period allowed by law. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
