Explanation

 

1.  BACKGROUND:

This ordinance will authorize the Director of the Department of Technology on behalf of the Department of Public Safety, Division of Police, to modify a professional services contract with Motorola Solutions, Inc., for the PremierOne Records Computerized Crime Data Reporting System contract to add funds for the annual Summit Attendance Conference.

 

The contract was most recently authorized under Ordinance 2691-2024, passed October 28, 2024. The coverage term period is from January 1, 2025, through December 31, 2025, at a cost of $328,358.00

 

This ordinance authorizes the Director of the Department of Technology to add funds to pay for the annual Summit Attendance Conference provided in the 2025 original contract proposal in the amount of $18,780.00

1.2  Reasons additional goods/services could not be foreseen:  

The amount for services previously legislated did not contain the annual conference costs that were included in the original contract proposal.

 

1.3  Reason other procurement processes are not used:

The costs to attend the Summit Attendance Conference is already included in the original contract proposal. It was decided that it is in the best interest of the City to modify the existing contract instead of bidding this part of the contract.

 

1.4  How cost of modification was determined:

The cost of this contract modification is included in the original contract proposal.

3.  FISCAL IMPACT:

Funding for the 2025 Annual Summit Conference is available within the Department of Technology, direct charge agency, Information Services Operating Fund in the amount of $18,780.00.

 

4. EMERGENCY DESIGNATION:

Emergency action is requested to ensure payment for these services can continue to prevent a service interruption.

WHEREAS, Ordinance 2691-2024 authorized the Director of the Department of Technology to enter into contract with Motorola Solutions, Inc. and authorized the expenditure of $328,358.00 for the PremierOne Records Computerized Crime Data Reporting System contract; and

 

WHEREAS, it is now necessary to modify Ordinance 2691-2024 to add funds to cover the costs for the Annual Summit Conference in the amount of $18,780.00; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Technology in that it is immediately necessary to authorize the Director to modify the contract with Motorola Solutions, Inc., for the software maintenance and support on the PremierOne Records Computerized Crime Data Reporting System to ensure payment for these services can continue to prevent a service interruption, for the immediate preservation of the public health, safety, and property; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Technology, on behalf of the Department of Public Safety, be and is hereby authorized to execute a contract modification for the software maintenance and support on the PremierOne Records Computerized Crime Data Reporting System with Motorola Solutions Inc., to add funds in an amount up to $18,780.00.

 

SECTION 2.  That the expenditure of $18,780.00, or so much thereof as may be necessary is hereby authorized to be expended from: (Please see attachment 2995-2024 EXP)

 

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance. 

 

SECTION 4.  That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
