DEVELOPMENT COMMISSION RECOMMENDATION: Approval (4-0) on May 8, 2025.
CITY DEPARTMENTS' RECOMMENDATION: Approval. The 14.9± acre site consists of one undeveloped parcel and one parcel developed with a single unit dwelling, a cell tower and a garage, all zoned in the R, Rural District. The requested ARLD, Apartment Residential District will allow multi-unit residential development. The site is located within the planning area of the Far North Area Plan (2014) which recommends “Mixed Use (Community)” land uses at this location. The proposal is generally consistent with this recommendation, which includes residential uses at a density of 10-16 dwelling units per acre. Although the ARLD district allows density that slightly exceeds the Plan's recommendation, staff notes that there are developments of similar densities east and southeast of the site, and therefore supports the requested district. Concurrent Council variance (Ordinance #1650-2025; CV25-011) proposes an apartment complex containing a maximum of 210 dwelling-units with a commitment to a site plan. That request includes variances to reduce building lines and perimeter yard, and also includes traffic-related commitments.

WHEREAS, application #Z25-005 is on file with the Department of Building and Zoning Services requesting rezoning of 14.9± acres from R, Rural District, to ARLD, Apartment Residential District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because the requested ARLD, Apartment Residential District will allow multi-unit residential development that is consistent with surrounding zoning and development patterns, and the site plan included with concurrent CV25-011 proposes a density that is consistent with the recommendation of the Far North Area Plan. The proposal also aligns with the City’s objectives for providing more housing units; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:

The total length of the annexation perimeter is ±3,959 feet, of which ±2,177 feet are contiguous with existing City of Columbus Corporation lines, being ±55% contiguous. No island of unincorporated acreage is created by this annexation.
This exhibit is for a proposed Expedited II annexation to be considered under ORC Sections 709.021 and 709.023.

SECTION 2. That a Height District of thirty-five (35) feet is hereby established on the ARLD, Apartment Residential District on this property.
SECTION 3. That the Director of the Department of Building and Zoning Services be, and is hereby authorized and directed to make the said changes on the said official zoning map in the office of the Department of Building and Zoning Services.
SECTION 4. That the traffic-related commitments for this proposal have been established and are contained in the commitments for Council Variance #CV25-011; Ordinance #1650-2025.
SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
