Explanation

 

Background: This ordinance is to authorize the Director of the Recreation and Parks Department to enter into an agreement with Theatrical Payroll Service of Central Ohio, Inc. to provide professional stagehand services through International Alliance of Theatrical Stage Employees (IATSE) for events and programs produced by the Office of Special Events. The contract amount shall not exceed $78,000.00.

 

IATSE is a labor union representing the highest caliber of technicians, artisans and craft persons in the entertainment industry.  Services to be rendered include the transportation, installation, operation and maintenance of City owned audio, video, lighting consoles and systems and staging equipment. IASTE will be responsible for representing and referring qualified skilled professional labor to the Recreation and Parks Department, as needed, for all aspects of events and programs produced by the Office of Special Events. 

 

The maximum amount to be paid under any purchase order associated with this contract shall not exceed $78,000.00 unless additional funds are appropriated and authorized. Payment will be made to Theatrical Payroll Service of Central Ohio, Inc. upon receipt of proof of payment and invoice for services rendered.

Bid Waiver Justification:

The International Alliance of Theatrical Stage Employees (IATSE) is a labor union representing the highest caliber of technicians, artisans and craftspersons in the entertainment industry. Theatrical Payroll Service of Central Ohio, Inc. is the local payroll service for IATSE. Services to be rendered include the transportation, installation, operation and maintenance of City owned audio, video, lighting consoles and systems and staging equipment.  IATSE will supply qualified skilled professional labor to the City, as needed, for all aspects of City events and programs. The Department is requesting that the bidding requirements of Columbus City Code Chapter 329 be waived pursuant to Section 329.27.

 

Benefits to the Public: This project will benefit the public by continuing the presence of free, public events for residents to enjoy.

Master Plan Relation: This project will support the Recreation and Parks Master Plan by connecting the people of our community through the power of nature, wellness, and creativity, by hosting large community events that are free for the public.

 

Fiscal Impact: $78,000.00 is budgeted and available from within the Recreation and Parks Operating Fund 2285 to meet the financial obligations of this contract.

Body

 

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to enter into contract with Theatrical Payroll Service of Central Ohio, Inc. for professional stagehand services for events and programs including the 2026 Jazz and Rib Fest and 2026 CBUS Soul Fest; and

 

WHEREAS, it is necessary to authorize the expenditure of $78,000.00 from within the Recreation and Parks Operating Fund 2285; and

 

WHEREAS, it is in the best interest of the Recreation and Parks Department to waive the competitive bidding requirements of the Columbus City Code; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into contract with Theatrical Payroll Service of Central Ohio, Inc. for professional stagehand services for events and programs including the 2026 Jazz and Rib Fest and 2026 CBUS Soul Fest.

 

SECTION 2. That for the purpose stated in Section 1, the expenditure of $78,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Operating Fund 2285 per the accounting codes in the attachments to this ordinance.

 

SECTION 3.  That this Council finds it in the best interests of the City to waive the competitive bidding provisions of City Code Chapter 329 to enter into this contract.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation. 

 

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
