BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a contract with Community Research Partners (CRP). The contract will allow CRP to assist the City with the development of the U.S. Department of Housing and Urban Development (HUD)-required Consolidated Plan for the five-year period 2015-2019. Community Research Partners is a nonprofit 501(c)(3) organization. CRP will assist the Department of Development with the identification of priorities of housing and non-housing needs, coordination strategies, development of five-year goals, strategies, objectives and performance measures and prepare the final document for public review and submission to the U.S. Department of Housing and Urban Development. The amount of the contract will be $140,000.
 
Emergency action is requested in order to complete the plan in a timely manner and meet submission deadlines.
 
FISCAL IMPACT: Funding for this contract is allocated from the 2014 Community Development Block Grant Fund budget.

WHEREAS, Community Research Partners (CRP), which is a nonprofit 501(c)(3) organization, will assist in the development of a new U.S. Department of Housing and Urban Development (HUD)-required Consolidated Plan for the period 2015-2019; and
 
WHEREAS, CRP will assist the Development Department with the identification of priorities of housing and non-housing needs, coordination strategies, development of five-year goals, strategies, objectives and performance measures and prepare the final document for public review and submission to HUD; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, Housing Division, in that it is immediately necessary to enter into a contract with Community Research Partners, in order to complete the plan in a timely manner and meet submission deadlines, thereby preserving the public health, peace, property, safety, and welfare; and NOW, THEREFORE,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
SECTION 1.      That the Director of the Department of Development is hereby authorized to enter into a contract with Community Research Partners to assist in the development of a new U.S. Department of Housing and Urban Development (HUD)-required Consolidated Plan for the five-year period 2015-2019.
 
SECTION 2.      That for the purpose as stated in Section 1, the expenditure of $140,000.00 or so much thereof as may be necessary, be and is hereby authorized to be expended from the Department of Development, Department 44-10, Fund 248, Object Level One 03, Object Level Three 3337, OCA Code 444247.
 
SECTION 3.      That this contract is awarded pursuant to Section 329.15 of the Columbus City Code.
 
SECTION 4.      That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
 
SECTION 5.      That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
