Explanation
 
The State of Ohio bid and awarded a contract to Woolpert Inc. for Digital Orthoimagery services.  Municipalities within Ohio can receive these images as specified in the base contract or can request enhanced imaging as described below by purchasing the enhanced imagery off a State Term Contract with Woolpert Inc. The  purpose of this legislation is to authorize the Director of Public Utilities to enter into an agreement with Woolpert Inc. to provide the Division of Operational Support, GIS Section with enhanced Digital Orthoimagery services in accordance with the State Term Contract, CSP#0A06008. This contract was bid through and awarded by the State of Ohio, Department of Information Technology. This ordinance is being submitted in accordance with Columbus City Code Section 329.27, waiving the requirements of competitive bidding as defined by Section 329.12
 
The intent of this project is to acquire new countywide color digital imagery and new countywide 2-foot contours to populate the GIS database with updated imagery and contours covering the entire utility service area. This project will leverage the existing State Term Contract with the Ohio Geographically Referenced Information Program, State of Ohio for Statewide Imagery Program (OSIP) with Woolpert Inc.
 
Because the current color aerial imagery and contours that are provided to us by the Franklin County Auditor's GIS Department are out of date, 4 years on the imagery and 7 years on the 2-foot contours, the demand for current data is high. This project supports stormwater and watershed management and provides higher accuracy in calculating impervious area for the stormwater utility billing system.
 
The Ohio Geographically Referenced Information Program (OGRIP) continues to sponsor programs to better support the users of geospatial data within Ohio and the Ohio Statewide Imagery Program (OSIP) is one program that accomplishes this goal. As a governmental subdivision of the State of Ohio, the City of Columbus can purchase enhanced imagery off  this State Term Contract. The program entails the entire land area of the State of Ohio, approximately 41,276 square miles. The program completed the northern half ( 51 counties) of Ohio in the spring of 2006. The southern half ( 37 counties including Franklin ) will be completed in the spring of 2007. OSIP will produce 1-foot pixel resolution color digital aerial imagery ( can not see manhole covers and utility poles ) and no contours.  The City Of Columbus  and Franklin County Auditor's GIS Department will require a much higher level product and additional enhancements to our existing GIS. These additional enhancements are available through the existing State Term Contract with Woolpert Inc. These enhancements include 0.5' pixel resolution (can see manhole covers, utility poles and distinguish gravel from concrete) and 2-foot contours, which are necessary for the City Of Columbus and Franklin County Auditor's GIS Department business processes.
 
 
FISCAL IMPACT: $215,015.50 is budgeted and needed for this project.

WHEREAS, the Department of Public Utilities, Division of Operational Services wishes to contract through a State Term Contract with Woolpert Inc, to provide enhanced digital orthoimagery photos for the GIS Section and
 
WHEREAS, the Ohio Geographically Referenced Information Program (OGRIP) continues to sponsor programs to better support the users of geospatial data within Ohio and the Ohio Statewide Imagery Program (OSIP) is one program that accomplishes this goal. WHEREAS, this legislation is being submitted in accordance with Columbus City Code Section 329.27, waiving the requirements of competitive bidding as defined by Section 329.12, and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Operational Support in that it is immediately necessary to enter into an agreement with Woolpert Inc for Digital Orthoimagery Services  so that images can be taken in early spring of 2007 for the immediate preservation of the public health, peace, property and safety; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1. To authorize the Director of Public Utilities to enter into an agreement with Woolpert Inc for Digital Orthoimagery Services  for the Division of Operational Support and to authorize the expenditure of $215,015.50.
 
Section 2. That the expenditure of 215,015.50or so much thereof as may be needed, be and the same hereby is authorized as follows:

Section 3 That this Council finds it is in the best interest of the City of Columbus to waive the provisions of competitive bidding and enter into contract with Woolpert Inc.
 
Section 4. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
