Explanation

Need: The Division of Police needs to purchase and install a telephone system for the new lease building that will house division personnel from the Internal Affairs Bureau (IAB) and from the Accident Investigative Section (AIS).

Bid Information:  Six bids were received at the bid opening on Bid # SA001883JY, that was held by the Purchasing Office on January 26, 2006 as follows:

Parallel Technologies Inc. $37,845.70

Nu Vision $40,023.00

Clarktel $45,501.00

Telecommunication Inc. $45,662.00

Vision Concept Tech $46,839.13

Horizon Chillicothe Telephone $53,303.06

Parallel Technologies Inc. was the lowest, most responsive, responsible and best bid received per specification, therefore a contract should be awarded to them. This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

Emergency Designation: Since the completion and occupancy of the new IAB/AIS building will be completed in the first quarter of 2006, emergency legislation is requested so the telephone system will be place before personnel move in.

FISCAL IMPACT:

Funds are available in the voted Safety Capital Improvement Fund for the relocation of IAB from Police Headquarters to a new facility.

To authorize and direct the Finance and Management Director to contract for the purchase and installation of telephone system with Parallel Technologies, Inc. for the Division of Police; to authorize the appropriation  and expenditure of $37,845.70 from the voted Safety Capital Improvement Fund; and to declare an emergency. ($37,845.70)

Body

WHEREAS, formal bid proposal SA001883JY for the purchase and installation of a telephone system for the Division of Police was received by the Purchasing Office on January 26, 2006; and

WHEREAS, there is a need to purchase and install telephone system for new IAB/AIS building for the Division of Police; and

WHEREAS, Parallel Technologies Inc. was lowest most responsive, responsible and best bidder; and

WHEREAS, the funding source for this purchase will come from the South Dorm Renovation IAB Fund 701; and

WHEREAS, an emergency exists in the usual operation in the Division of Police, Department of Public Safety, in that it is immediately necessary to purchase and install a telephone system for the new IAB/AIS building for the preservation of the public health, peace, property safety, welfare; now therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

Section 1. That the Finance and Management Director be and is hereby authorized and directed to enter into contract with Parallel Technologies Inc. for the purchase and installation of a telephone system for the new IAB/AIS building for the Division of Police, Department of Public Safety.

Section 2. That the appropriation and expenditure of $37,845.70 or so much thereof as may be needed, be and the same is hereby authorized as follows:

Section 3.
