Explanation
BACKGROUND: This ordinance authorizes the City Clerk to enter into a planned contract modification for evaluation and research services with The Ohio State University, in an amount of up to $61,768.21.
This contract was authorized by ordinance 1916-2024 in October of 2024. Through the Center on Education and Training for Employment, The Ohio State University is providing evaluation of the City’s “CAREER 500” program, operated by Aspyr.

Reason other procurement processes are not used:
Work with Ohio State on this evaluation is ongoing and will be complete by March of 2027, after the completion of the CAREER 500 project. A contract modification to add funds was always anticipated, but the full amount ($171,768.21) was not available at the time of the initial contract authorization. There is no reason to disrupt the ongoing evaluation at this time, making a modification appropriate.
How cost of modification was determined:
The cost of the modification was determined agreed upon before the contract was executed (2024), anticipating that the remaining $61,768.21 required to fulfill the contract through spring 2027 would be added in 2025.
Fiscal Impact: Funds are available within the Job Growth subfund (100015).
Title
To authorize the City Clerk to modify and increase the contract with The Ohio State University for evaluation and research services associated with the Columbus CAREER 500 program; and to authorize an appropriation and expenditure within the Job Growth subfund. ($61,768.21)
Body
WHEREAS, the City Clerk is engaged in a contract with The Ohio State University for evaluation of the CAREER 500 program; and
WHEREAS, this contract was authorized by Ordinance No. 1916-2024 passed by City Council on October 7, 2024; and
WHEREAS, a planned contract modification is needed to fund continued evaluation services; and
WHEREAS, it has become necessary in the usual daily operation of the City Clerk to modify and increase the contract with The Ohio State University to continue services performed under the contract; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the City Clerk is hereby authorized to modify and increase the contract with The Ohio State University for evaluation and research services associated with the Columbus CAREER 500 program, in an amount up to $61,768.21.
SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $61,768.21 in the Job Growth subfund, fund 1000, subfund 100015, to the City Clerk per the accounting codes in the attachment to this ordinance.
SECTION 3. That an expenditure of $61,768.21, or so much thereof as may be needed, is hereby authorized from the Job Growth subfund, fund 1000, subfund 100015, to pay for this contract modification per the accounting codes in the attachment to this ordinance.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
