BACKGROUND: This legislation authorizes the Mayor of the City of Columbus to enter into a Memorandum of Understanding for the Central Ohio One-Stop Delivery System, also referred to as the "JOBLeaders Career Center. The MOU is designed to provide an effective foundation for the operation of the JOBLeaders Career Center and to delineate the relationship between the partners regarding the roles and responsibilities as they pertain to workforce services. The MOU is between the Mayor of the City of Columbus, the Franklin County Board of Commissioners, the Central Ohio Workforce Investment Board, and The JOBLeaders Career Center Partners.
 
The City of Columbus entered into a Memorandum of Understanding with the above partners pertaining to workforce services July 1, 2007 and ending June 30, 2009. This new MOU will be for a period from July 1, 2009 through June 30, 2011.
 
This legislation also authorizes the appropriation and expenditure of $33,939 to the Central Ohio Workforce Investment Corporation for the City of Columbus' contribution to the JOBLeaders Career Center.
 
FISCAL IMPACT: $33,939 is to be appropriated and expended from the Neighborhood Economic Development Fund.

Body
 
WHEREAS, one of the purposes of the Memorandum of Understanding is to provide an effective foundation for the operation of the local one-stop delivery system called the JOBLeaders Career Center; and
 
WHRERAS, an additional purpose of the MOU is to delineate the relationship between the "JOBLeaders Career Center partners regarding their functions, duties roles, obligations and responsibilities for implementation of the provisions of section 121©(2) of Title I of the Workforce Investment Act of 1988, as amended; and
 
WHEREAS, the Memorandum of Understanding is designed to serve as a record of the relationship of the signatures from July 1, 2009 until June 30, 2011; and
 
WHEREAS, the $33,939.00 City contribution will go to the Central Ohio Workforce Investment Corporation for the support of the JOBLeaders Career Center; and Now, Therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.      That the Mayor of the City of Columbus is hereby authorized to enter into a Memorandum of Understanding between the Franklin County Board of Commissioners, the Central Ohio Workforce investment Board and the JOBLeaders Career Center Partners to provide an effective foundation for the operation of the local one-stop delivery system called the JOBLeaders Career Center.
 
Section 2.      That the City Auditor be and is hereby authorized to appropriate $33,939 from the Neighborhood Economic Development Fund, Fund 237, to the Department of Development, Economic Development Division, Division 44-02, Object Level One 03, Object Level Three 3337, OCA Code 495032 for the City of Columbus' contribution to the JOBLeaders Career Center.
 
Section 3.      That for the purpose stated in Section 1, the expenditure of $33,939 or so much as may be necessary be and is hereby authorized  to be expended from the Neighborhood Economic Development Fund to the Central Ohio Workforce Investment Corporation, Fund 237, Department of Development, Economic Development Division, Division 44-02, Object Level One 03, Object Level Three 3337, OCA Code 495032.
 
Section 4.      That from the monies appropriated in Section 2 shall be paid on order of the Development Director and no other shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
Section 5.      That this ordinance shall take effect and be in force from and after the earliest period provided by law.
