Explanation
BACKGROUND: This ordinance authorizes the Board of Health to modify and extend the current contract with the DAS Health Ventures, LLC.(DAS), for additional services related to the archival of health record data from our existing electronic medical record system. This modification will add funding in an amount not to exceed $6,250.00, for a new total contract amount of $61,550.00.
The original contract was legislated on Ordinance 2745-2025.
This Ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of City Code pertaining to contract modifications.
Reasons additional services could not be foreseen
This is an unplanned modification to convert medical documents into a readable format. This was not initially thought to be necessary and was not initially in scope of the original contract. As the project progressed, this document conversion need was discovered.
Reasons other procurement processes are not used
It would not be in the best interest of the City to not award this contract through other procurement processes due to the specialized expertise and access within our current electronic medical record system, DAS currently consultants with both Columbus Public Health and Department of Technology on NextGen-related services such as SQL development, SQL performance tuning, and interface assistance.
How cost of modification was determined
The current pricing is based on the current integrations rate of $250 per hour and is based on the estimated number of hours for the change in the scope of work.
DAS contract compliance number is CC-041006.
FISCAL IMPACT: The amount of $6,250.00 is budgeted in the Health Special Revenue Fund for technology services for Columbus Public Health. ($6,250.00)
EMERGENCY: There is an immediate need to increase this contract in the amount of $6,250.00 to allow for continued integration to prevent disruption of transitioning archival data from the critical electronic medical record system.

Body
WHEREAS, the Board of Health on behalf of the Columbus Public Health Department entered into a contract for the archival of health record data from our existing electronic medical record system; and
WHEREAS, Columbus Public Health has a need to modify and extend said contract for additional integration services in support of this transition; and
WHEREAS, an emergency exists in the usual daily operation of the in that it is immediately necessary to authorize the Board of Health to modify a contract with DAS Health Ventures, LLC., for the ongoing integration services to prevent a service interruption, all for the immediate preservation of the public health, safety and welfare by ensuring continuity of care and preservation of medical histories; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized to modify an existing contract with software consultant services with DAS Health Ventures, LLC, to increase the contract amount by $6,250.00, for a new total contract amount not to exceed $61,550.00.
SECTION 2. That to pay the costs of said contract, the expenditure of $6,250.00 is hereby authorized from the Health Special Revenue Fund, Fund No. 2250, Department of Health, Division No. 5001, as shown in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
