Explanation
Background: This ordinance will authorize the Director of Recreation and Parks to modify and extend professional services contracts with Property One, Inc., for the maintenance management of the Martin Janis Senior Center and Gillie Recreation Center. The contracts will be for a period of one year, May 1, 2004, through April 30, 2005. These contracts are for the second of two annual renewals, as agreed to and specified in the contract of April 26, 2002. The original contract was for one year with two one-year renewal options for a total of three years.
Property One, Inc., was the sole firm responding to the Request for Proposals submitted February 28, 2002. Work will include all maintenance and preventive maintenance required at both facilities (HVAC, electrical, plumbing and general building services).
The Federal Identification Number for Property One, Inc., is 31-1093343.
Emergency legislation is required in order to allow continuous maintenance service at the centers as the current contract will expire April 30, 2004.
Fiscal Impact: $80,452.00 is required and budgeted in the Recreation and Parks Operating Fund to meet the financial obligation of these contracts.

WHEREAS, the Recreation and Parks Department advertised for Requests for Proposals for the Maintenance Management of the Martin Janis Senior Center and the Gillie Recreation Center; and
WHEREAS, the sole proposal submitted on February 28, 2002, was from Property One, Inc. and one-year contracts have been in place for these services; and
WHEREAS, the Recreation and Parks Department wishes to modify and extend these contracts with Property One, Inc., to provide these professional services; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to transfer and expend said funds to allow continuous maintenance service at the centers as the current contract will expire April 30, 2004; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to modify and extend professional services contracts with Property One, Inc., for the Maintenance Management of the Martin Janis Senior Center and the Gillie Recreation Center.
Section 2. That the expenditure of $80,452.00, or so much thereof as may be necessary, be and is hereby authorized from the Recreation and Parks Operating Fund No. 285, Department No. 51-01, as follows, to pay the cost thereof.

Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
