Explanation
 
BACKGROUND:   This ordinance amends the 2011 Capital Improvements Budget and authorizes the transfer of $210,432.00 between projects in the Construction Management Capital Improvement, Gov'l B.A.B.'s (Build America Bonds) Fund.  This ordinance also authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Converse Electric, Inc. for the renovation for energy efficient exterior lighting at City Hall, 90 West Broad Street.  The existing lighting system is more than twenty-five (25) years old, has surpassed its useful life, is in disrepair, and is costly to maintain. Currently, the existing lighting does not have adequate coverage for security purposes.  The renovation will reduce electricity consumption by ninety percent (90%), provide better lighting, and improve security by providing even lighting throughout the entire perimiter of the building.     
 
The new LED luminaries have a life expectancy of 70,000 hours or 16 years while running 12 hours per night.  The new LED luminaries and the control system will have the ability for color changing on the upper band and column lighting for special events, thus eliminating the need for changing of gel caps.
 
Formal bids were solicited and opened on February 24, 2011 as follows (0, MBE, 0, FBE):
 
Converse Electric, Inc.       $260,432.00
Ohio Electric            $272,000.00
Proline Electric            $280,000.00
Riverside Electric, Inc.      $299,000.00
 
The Office of Construction Management recommends the bid award be made to the most responsive and responsible bidder, Converse Electric, Inc.
 
Converse Electric, Inc. Contract Compliance No. 33-1039675; expiration date February 28, 2013.
 
Emergency action is requested so the renovation of the lighting system can occur, resulting in energy and cost savings to the City.  
 
Fiscal Impact:  The cost of this renovation is $260,432.00.  The current unencumbered cash balance in the Construction Management Capital Improvement Fund for the City Hall Exterior Lighting Renovation is $50,000.00.  An additional $210,432.00 will be transferred between projects within the Construction Management Capital Improvement, Gov'l B.A.B.'s (Build America Bonds) Fund.

WHEREAS, it is necessary to amend the 2011 Capital Improvements Budget and transfer cash between projects within the Construction Management Capital Improvement, Gov'l B.A.B.'s (Build America Bonds) Fund, to provide sufficient funds in the appropriate project area for this expense; and
 
WHEREAS, it is necessary for the exterior lighting renovations at City Hall, 90 West Broad Street to occur; and
 
WHEREAS, formal bids were solicited and four companies submitted bids; and
 
WHEREAS, Converse Electric is the most responsive and responsible bidder; and
 
WHEREAS, an emergency exists in the usual daily operations of the Finance and Management Department, Office of Construction Management in that it is immediately necessary to authorize the Finance and Management Director to enter into a contract with Converse Electric, Inc. for the renovation for energy efficient exterior lighting at City Hall, 90 West Broad Street, resulting in energy and cost savings to the City, thereby preserving the public health, property, safety, and welfare, now, therefore;
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the 2011 Capital Improvement Budget is hereby amended as follows:
