Explanation

 

This legislation authorizes the Director of Public Utilities to modify and extend an existing service agreement with Western Union Financial Services, Inc. to provide Walk In Payment Processing Services for the Department of Public Utilities.  This current modification No. 3 will extend the term of the contract through March 31, 2022.  The contract allows customers to pay their utility bills in a variety of retail locations.

 

The Department of Public Utilities solicited competitive bids for Walk In Payment Processing Services in accordance with the relevant provisions of Chapter 329 of City Code. Six (6) bids were received and opened on September 25, 2015. Western Union Financial Services, Inc. was determined to be the most responsive, responsible and best bidder. The original contract was for a period of one (1) year from the date of execution through and including September 30, 2017 with the option to renew the contract for two (2) additional two-year (2) periods, or a portion thereof based upon the mutual agreement of the parties and approval by Columbus City Council. The contract provided for the provision that if additional funds are necessary, a modification would be requested.  This modification No. 3 is to extend the term of the contract through March 31, 2022 to allow enough time to bid and award a new contract for this service.

 

This Ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of the City Code pertaining to contract modifications and renewals.

 

SUPPLIER: Western Union Financial Services, Inc. Vendor #011336 (22-2993574) Expires 7/23/2021. Western Union Financial Services, Inc. does not hold MBE/FBE status.

 

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.  

 

1.                     Amount of additional funds:  Total amount of additional funds needed for this contract modification No. 3 is ADD $0.00.  Total contract amount including this modification is $4,500.00.

2.                     Reason additional funds were not foreseen:  No additional funds are needed at this time. This modification No. 3 is to extend the term of the contract through March 31, 2022 to allow enough time to bid and award a new contract for this service.

3.                     Reason other procurement processes not used:  Work under this modification is a continuation of services included in the scope of the original bid contract.  No lower pricing more attractive terms and conditions are anticipated at this time.

4.                     How cost was determined:  The cost, terms and conditions are in accordance with the original agreement.

Title

 

To authorize the Director of Public Utilities to modify and extend the service contract with Western Union Financial Services, Inc. for Walk-In Payment Processing Services ($0.00).

 

Body

 

WHEREAS, the City provides water, sewer and electric services to customers who are required to make periodic payments for these services; and

 

WHEREAS, the City requires an efficient system to allow Customers to make bill payments in person at convenient and easily accessible payment outlets; and

 

WHEREAS, the Contractor has a network of third-party agents who may receive customer payments on behalf of the City; and

 

WHEREAS, the Department of Public Utilities has a contract with Western Union Financial Services, Inc. for Walk-In Payment Processing Services; and

 

WHEREAS, the Department of Public Utilities, wishes to modify the original contract with Western Union Financial Services, Inc. for Walk-In Payment Processing Services to extend the term of the contract through March 31, 2022; and

 

WHEREAS, it is in the best interest of both the City and the Contractor to modify said contract agreement and extend the term of the contract through March 31, 2022; and

 

WHEREAS, this Ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of the City Code pertaining to contract modifications and renewals; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Public Utilities to modify and extend the contract with Western Union Financial Services, Inc. for Walk-in Payment Services for the Department of Public Utilities for the preservation of the public health, peace, property and safety; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Public Utilities be and is hereby authorized to modify and extend the contract with Western Union Financial Services, Inc. for Walk In Payment Processing Services for the Department of Public Utilities. Total amount of modification No. 3 is ADD $0.00. Total Contract amount including this modification is $4,500.00. This modification will extend the contract through and including March 31, 2022.

SECTION 2. That said firm shall conduct the work to the satisfaction of the Director of Public Utilities.

SECTION 3. That this modification shall in no way abrogate or otherwise modify or change the original contract as executed by the parties hereto, except as herein provided.

SECTION 4. That this modification is in accordance with the relevant provisions of Chapter 329 of City Code relating to contract modifications and renewals.

 

SECTION 5.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
