Explanation

 

Background

This legislation authorizes the Director of Development to enter into a service contract with J&D Home Improvement Inc., dba The Basement Doctor, for the Division of Housing's Residential Structural Foundation Replacement Program, in an amount up to $100,000.00, using bond funds.

 

The department advertised RFQ030560 through Vendor Services, the City of Columbus's vendor procurement platform, requesting contractors to provide residential structural foundation replacement services.  The effort was advertised from June 9, 2025, to June 30, 2025. The department notified 958 registered vendors; one bid was received.

 

The Director of Development requests to enter into a contract with the responsive and responsible bidder needed for this program. The Residential Structural Foundation Replacement Program is a home repair program operated by the Division of Housing. The program was established to assist low and moderate-income homeowners with replacement foundation walls, interior perimeter drain tiles, sump pumps, basins, and underground drain line repair services that constitute a critical condition, and when such a condition is not corrected, could cause the homeowner to vacate their home.

 

Emergency action is requested to begin correcting structural conditions that may prevent the homeowner from accessing their property.

 

 

FISCAL IMPACT

Funds of the amount of $100,000.00 are available in the 2025 Capital Improvement Budget, Affordable Housing bond fund.

 

CONTRACT COMPLIANCE: The vendor number is 028672 and expires 7/1/2027.

Body

 

WHEREAS, the Department of Development has advertised RFQ030560 seeking contractors to provide residential structural foundation replacement services on Vendor Services, the City of Columbus’s vendor procurement portal, on June 9, 2025, and bids were due on June 30, 2025; and

 

WHEREAS, the Residential Structural Foundation Replacement Program was established to assist low and moderate-income homeowners with structural foundation repairs that constitute a critical condition, and when such a condition is not corrected, could prevent the homeowner from accessing their home; and

 

WHEREAS, the Director of the Department of Development desires to enter a service contract with J&D Home Improvement Inc. dba The Basement Doctor to perform residential structural foundation replacement services for the program; and

 

WHEREAS, this legislation authorizes the expenditure $100,000.00 from the Affordable Housing bond fund; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development to enter into a service contract with J&D Home Improvement Inc. dba The Basement Doctor in order to continue correcting residential structural foundations that may cause the homeowner to vacate their property, thereby preserving the public health, peace, property, safety, and welfare; and NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  The Director of the Department of Development is authorized to enter a service contract with J&D Home Improvement Inc. dba The Basement Doctor for an amount up to $100,000.00 to provide residential structural foundation replacement services in accordance with RFQ030560 for the Division of Housing’s Residential Structural Foundation Replacement Program.

 

SECTION 2.  That for the purpose as stated in Section 1, the expenditure of $100,000.00, or so much thereof as may be necessary, is hereby authorized in fund 7779 (Affordable Housing), Project 782023-100000, Dept. 44-10 (Housing), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 4.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
