Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to enter into an agreement with McDaniel's Construction Corp Inc. to provide fabrication and installation of HDPE SDR-17 Aeration Headers for the Division of Sewerage and Drainage, Compost Facility
The Compost Facility utilizes the headers to supply air to compost and control temperatures to meet EPA requirements. The Director of Public Utilities opened formal bids on July 11, 2007, three (3) bids were received. A tabulation of the bids follows:

Mid Ohio Pipeline: $40,490.00
American Environmental Group $55,000.00

Fiscal Impact: $39,580.00 is budgeted and needed for this service
Emergency legislation is being requested so that work may begin and be completed before winter and to meet current EPA requirements.

To authorize the Director of Public Utilities to enter into an agreement with McDaniel's Construction Corp Inc for the Fabrication and Installation of HDPE SDR-17 Aeration Headers for the Division of Sewerage and Drainage, Compost Facility, to authorize the expenditure of $39,580.00 from the Sewerage System Operating Fund, and to declare an emergency. WHEREAS, The Compost Facility utilizes the headers to supply air to compost and control temperatures to meet EPA requirements
WHEREAS, The Director of Public Utilities opened formal bids on July 11, 2007, three (3) bids were received, and
WHEREAS, the award of the contract went to the lowest, responsive and responsible bidder, McDaniel's Construction Corp Inc. and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, in that it is immediately necessary to enter into contract for the Fabrication and Installation of HDPE SDR-17 Aeration Headers so that work may begin and be completed before winter and to meet current EPA requirements with McDaniel's Construction Corp Inc for the immediate preservation of the public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Utilities be and is hereby authorized to enter into an agreement with McDaniel's Construction Corp Inc for the fabrication and installation of HDPE SDR-17 Aeration Headers for the Compost Facility
Section 2. That the expenditure of $39,580.00or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 605899, Object Level 1: 06, Object Level 03: 6624
Section 3. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
