BACKGROUND
This ordinance authorizes the Board of Health to accept and appropriate $10,000.00 in funds and accept and authorize the use of $1,065.00 in COTA Bus Passes and $500.00 in Kroger Gift Cards from the Northwoods Foundation, for the 2026-2027 NSS Northwoods Foundation Grant, for the period of October 1, 2026, through December 31, 2027.
The 2026-2027 NSS Northwoods Foundation Grant will provide material assistance to the clients we serve within Columbus Public Health’s Neighborhood Social Work program, to further our mission of protecting health and improving lives in our community.
FISCAL IMPACT: The program is fully funded by the Northwoods Foundation and does not generate revenue or require a City match ($11,565.00).

To authorize and direct the Board of Health to accept funds from the Northwoods Foundation, plus any additional funds, for the 2026-2027 NSS Northwoods Foundation Grant; to authorize the appropriation of funds, including any additional funds, from the unappropriated balance of the Private Grants Fund; to authorize the acceptance and use of COTA Bus Passes and Kroger Gift Cards from the Northwoods Foundation, plus any additional COTA Bus Passes and Gift Cards, for the 2026-2027 Northwoods Foundation Grant; and to authorize the City Auditor to transfer appropriations between object classes for the 2026-2027 NSS Northwoods Foundation Grant. WHEREAS, $10,000.00 in grant funds have been made available to Columbus Public Health through the Northwoods Foundation for the 2026-2027 NSS Northwoods Grant, for the period of October 1, 2026, through December 31, 2027; and,
WHEREAS, it is necessary to accept and appropriate these funds from the Northwoods Foundation for the support of the 2026-2027 NSS Northwoods Foundation Grant; and,
WHEREAS, the City may receive additional funds awarded from the Northwoods Foundation for the support of the 2026-2027 NSS Northwoods Foundation Grant; and,
WHEREAS, it is necessary to accept and appropriate these additional funds from the Northwoods Foundation for the support of the 2026-2027 NSS Northwoods Foundation Grant; and,
WHEREAS, $1,065.00 in COTA bus passes and $500.00 in Kroger gift cards have been made available to Columbus Public Health through the Northwoods Foundation for the support of the 2026-2027 NSS Northwoods Grant, for the period of October 1, 2026, through December 31, 2027; and,
WHEREAS, it is necessary to accept and authorize the use of these COTA bus passes and Kroger gift cards from the Northwoods Foundation for the support of the 2026-2027 NSS Northwoods Foundation Grant; and,
WHEREAS, the City may receive additional COTA bus passes and gift cards from the Northwoods Foundation for the support of the 2026-2027 NSS Northwoods Foundation Grant; and
WHEREAS, it is necessary to accept and authorize the use of these additional COTA bus passes and gift cards from the Northwoods Foundation for the support of the 2026-2027 NSS Northwoods Foundation Grant; and,
WHEREAS, it is necessary to allow the City Auditor to transfer appropriations between object classes for the 2026-2027 NSS Northwoods Foundation Grant as needed upon request by the Columbus Public Health department; and,
WHEREAS, it has become necessary in the usual daily operation of the Board of Health to authorize Columbus Public Health to accept and appropriate funds from The Northwoods Foundation and to accept and authorize the use of COTA bus passes and Kroger gift cards from The Northwoods Foundation, for the support of the 2026-2027 NSS Northwoods Foundation Grant; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to accept funds in the amount of $10,000.00 from the Northwoods Foundation for the support of the 2026-2027 NSS Northwoods Foundation Grant, for the period of October 1, 2026, through December 31, 2027.
SECTION 2. That from the unappropriated monies in the Private Grants Fund, Fund No. 2291, and from all monies estimated to come into said Fund from any and all sources during the grant period ended December 31, 2027, the sum of $10,000.00 is hereby appropriated to The Health Department, Division 5001, per the account codes in the attachment to this ordinance.
SECTION 3. That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Health Commissioner, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That the Board of Health is hereby authorized and directed to accept any additional funds from the Northwoods Foundation for the support of the 2026-2027 NSS Northwoods Foundation Grant.
SECTION 5. That from the unappropriated monies in the Private Grants Fund, Fund No. 2291, and from all monies estimated to come into said fund from any and all sources for the period ending December 31, 2027, any additional awarded funds are to be appropriated in Fund 2291 upon notification of award or executed agreement by the Northwoods Foundation according to the accounting codes provided by Columbus Public Health.
SECTION 6. That the Board of Health is hereby authorized and directed to accept and use $1,065.00 in COTA bus passes and $500.00 in Kroger gift cards from the Northwoods Foundation for the support of the 2026-2027 NSS Northwoods Foundation Grant, for the period of October 1, 2026, through December 31, 2027.
SECTION 7. That the Board of Health is hereby authorized and directed to accept and use any additional COTA bus passes and gift cards from the Northwoods Foundation for the support of the 2026-2027 NSS Northwoods Foundation Grant.
SECTION 8. That the City Auditor is hereby authorized to transfer appropriations between object classes for the 2026-2027 NSS Northwoods Foundation Grant program as needed upon request by the Columbus Public Health department to carry out the purpose of the grant.
SECTION 9. At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.
SECTION 10. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 11. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
