Explanation
Background:
This ordinance will authorize and direct the Director of Recreation and Parks to enter into an agreement with the Franklin Park Conservatory Joint Recreation District for the Donor Match Program to support operations, and transfer $100,000 within the Recreation and Parks Operating Fund.
Columbus City Council amended the Recreation and Parks' 2007 operating budget to support the Franklin Park Conservatory Joint Recreation District's operations.
The Federal Identification Number for the Franklin Park Conservatory Joint Recreation District is #31-1364884.
Emergency action is requested to allow payment to be available in April 2007.
Fiscal Impact:
$100,000.00 is required and budgeted in the Recreation and Parks Operating Fund to meet the financial obligation of this agreement.

WHEREAS, continued support of the Franklin Park Conservatory Joint Recreation District is necessary through their Donor Match Program; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said agreement for required payment to be made by April 2007; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into an agreement with the Franklin Park Conservatory Joint Recreation District for their Donor Match Program to support operations.
Section 2. That the amount of $100,000.00 shall be transferred as follows:

Section 3. That the expenditure of $100,000.00 or so much thereof as may be necessary, be and is hereby authorized from Recreation and Parks Operating Fund, as follows, to pay the cost thereof.

That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
