Title: To accept Memorandum of Understanding #2023-01 executed between representatives of the City of Columbus and with the Columbus Fire Fighters Union, Local #67, International Association of Fire Fighters (IAFF Local #67) that grants full time employees Paid Family Leave for an up to twelve week fully compensated benefit for the birth of a child, placement of a child for adoption or foster care, and to care for a covered family member with a serious health condition; and to declare an emergency.

Explanation

 

The collective bargaining agreement with the Columbus Fire Fighters Union, Local #67, International Association of Fire Fighters (IAFF Local #67) and the City of Columbus, November 1, 2020 through October 31, 2023, requires that any modifications to the contract be agreed to by the parties. Memorandum of Understanding #2023-01 has been executed by the parties. Memorandum of Understanding #2023-01 grants full time employees Paid Family Leave (PFL), an up to twelve week fully compensated benefit for the birth of a child, placement of a child for adoption or foster care, and to care for a covered family member with a serious health condition.  The passage of this ordinance indicates City Council’s acceptance of Memorandum of Understanding #2023-01, a copy of which is attached hereto.

 

Emergency action is recommended in order to allow for expedient implementation.

 

Title

 

To accept Memorandum of Understanding #2023-01 executed between representatives of the City of Columbus and with the Columbus Fire Fighters Union, Local #67, International Association of Fire Fighters (IAFF Local #67) that grants full time employees Paid Family Leave for an up to twelve week fully compensated benefit for the birth of a child, placement of a child for adoption or foster care, and to care for a covered family member with a serious health condition; and to declare an emergency.

 

Body

 

WHEREAS, representatives of the City of Columbus and IAFF Local #67, entered into Memorandum of Understanding #2023-01, a copy of which is attached hereto, which grants full time employees Paid Family Leave, an up to twelve week fully compensated benefit for the birth of a child, placement of a child for adoption or foster care, and to care for a covered family member with a serious health condition; and

 

WHEREAS, emergency action is recommended in order to implement the terms of the Memorandum of Understanding in a timely manner; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Human Resources in that it is immediately necessary to amend the collective bargaining agreement between the City and IAFF Local #67 by accepting Memorandum of Understanding #2023-01 to effectuate the timely negotiated clauses and ensure Paid Family Leave coverage is in place for those members of IAFF Local #67 who may be eligible for the benefits described in said MOU, all for the immediate preservation of the public peace, property, health, and safety; NOW, THEREFORE,

 

                     BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That Memorandum of Understanding #2023-01, amends the collective bargaining agreement between IAFF Local #67 and the City of Columbus, November 1, 2020 through October 31, 2023.

 

SECTION 2.  That City Council, in the best interests of the City, hereby, recognizes and accepts Memorandum of Understanding #2023-01 executed between representatives of the City and IAFF Local #67, a copy of which is attached hereto and incorporated herein by reference.

 

SECTION 3.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure, and shall take effect and be in force from and after its passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
