Explanation
 
BACKGROUND:  This ordinance authorizes the Finance and Management Director to enter into contract for the Facilities Management Division with Dynamix Engineering Ltd., in the amount of $41,500.00 for the design of emergency generator systems for six Fire Stations.  The Stations are #6, #12, #13, #15, #16, and #21.  These stations are currently without emergency generators.  It is necessary for these stations to have electricity during power outages.  
 
Dynamix Engineering Ltd. will be responsible for the design, bid process, and construction administration.  The design phase will include the design of the emergency generators.  Other responsibilities will include progressive meetings with the City through completion of agreed upon final product, renderings, drawings, specifications, and the bid process.  The construction administration phase will include shop drawings and submittal reviews, RFI and change order process, pay request review/approval, progress meetings, with close out documentation upon completion of the project.  
 
In accordance with Columbus City Code Section 329.11, the Facilities Management Division identified the following firms/contractors regarding the requested service:
 
Advanced Engineering Consultants (FBE); Dynamix Engineering Ltd.(MBE); McMullen Engineering Company Inc.; Roger D. Fields & Associates; and Star Consultants Inc (MBR).
 
The firms were all provided with a copy of the RFP (via electronic mail).  Of the firms, Advanced Engineering Consultants, Dynamix Engineering Ltd., McMullen Engineering Company Inc., and Roger D. Fields & Associates submitted responsive proposals, which were reviewed by the Division's contracts officer and the Division Administrator.  After the initial review, the information was shared with the Director of Finance and Management for his selection.  The Director selected Dynamix Enginnering Ltd.    The cost of this contract was determined via negotiations between Dynamix and the Facilities Management Division.
 
This ordinance also amends the 2005 Capital Improvement Budget and makes a cash transfer within the Safety Voted Bond Fund.  
 
Emergency Action is requested to allow this project to proceed in a timely manner so that the Fire stations receive emergency generators as quickly as possible, thereby reducing the likelihood of long interruptions in electrical service.
 
Fiscal Impact:  The Fire Division has sufficient funds within the Safety Voted Bond Fund for this project.  Dynamix Engineering, Ltd. Contract Compliance Number 31-1536631, exp. 10/19/2006.

WHEREAS, five existing fire stations currently do not have an auxiliary power source and one fire stations has an auxiliary power source needing replaced, and  
 
WHEREAS, it is necessary to contract with an engineering firm to design these six generators, and
 
WHEREAS, the Finance and Management Director recommends Dynamix Engineering Ltd. to perform the design and construction administration for this project, and
 
WHEREAS, it is necessary to transfer cash between projects in the Safety Voted Bond Fund; and
 
WHEREAS, it is necessary to amend the 2005 Capital Improvements Budget; and
 
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Facilities Management Division, in that it is immediately necessary to contract with Dynamix Engineering, Ltd. to design emergency generators for six Fire Stations so that the project can proceed in a timely manner, thereby preserving the public health, peace, property, safety and welfare, now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the 2005 Capital Improvement Budget is hereby amended as follows:
