Explanation
BACKGROUND:   This ordinance amends the Columbus City Codes to reflect the transfer of the duties of the Telecommunications Division to the Information Services Division.  As part of the 2006 budget, costs associated with the government television channel and the interconnect were shifted to the information services division and fund.  This shift was in conjunction with the decision to deposit cable TV permit fees into the general fund beginning in 2006.   
 
FISCAL IMPACT:  
There is no financial impact resulting from this ordinance.   The 2006 budget reflects this transfer.
 
Title
To amend Chapter 225 of the Columbus City Codes, 1959, to reflect the transfer of the duties of the Telecommunications Division to the Information Services Division, and to declare an emergency.
 
Body
 
WHEREAS, the 2006 budget shifted the costs associated with the government television channel and the interconnect to the information services division and fund; and
 
WHEREAS, this shift was in conjunction with the decision to deposit cable TV permit fees into the general fund beginning in 2006; and
 
WHEREAS, an amendment to the City Codes is necessary to reflect these changes; and
 
WHERAS, an emergency exists in the usual daily operation of the City of Columbus in that it is immediately necessary to amend the Columbus City Codes to reflect the above changes, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
 
SECTION 1.      That existing Chapter 225 of the Columbus City Codes, 1959, be amended to read as follows:
 
225.01 Department of technology established.
There is established a department of technology. The department of technology shall have as its primary duties developing recommendations for information technology management policy, procedures, and standards; identifying opportunities to share information resources; and assessing and addressing the needs of the city's information technology workforce developing and overseeing the implementation of uniform information resources management policies, principles, standards, and guidelines.  The department of technology's director shall serve as the city's chief technology officer (CTO). The department of technology shall perform all other lawful functions as directed by the mayor or ordinance of council.
 
225.02 Duties of director.
The chief technology officer (CTO) shall be appointed by the mayor and shall serve at the pleasure of the mayor at a salary fixed by ordinance of council. The chief technology officer (CTO) shall have all powers, duties connected with, and incident to the appointment, regulation, and government of the department of technology. The deputy director shall serve in the absence of the director.
 
 
225.05 Information services division.
The information services division is established within the department of technology. The administrative head of the division shall be the information services administrator. The division shall have as its primary duty the operation and administration of the data processing center and  the operation of the city's cable operations, interconnect, and telephone communications, and the city's mail room functions; and shall have such other duties as may be authorized by the chief technology officer (CTO) or ordinance of council.
 
 
225.07 Telecommunications division.
The telecommunications division is hereby established within the department of technology. The administrative head of the division shall be the telecommunications administrator. The division shall have as its primary duties the city's cable operations, interconnect, and telephone communications, and the city's mail room functions; and shall have such other duties as may be authorized by the chief technology officer (CTO) or ordinance of council.
 
 
SECTION 2. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
