Background:
This ordinance will authorize the Director of Recreation and Parks to enter into a contract modification with Schooley Caldwell Associates for professional services related to the Griggs Boat House Project, for the amount of $62,275.00.
Consultant contract originally for schematic design, design development, construction documents, bidding, and construction administration for Griggs Boat House. Schooley Caldwell Associates requested an increase of $62,275.00 due to a change in scope and schedule. The project was delayed May 2008 by Recreation and Parks for 3 months to meet with community groups to assess the present site location and look at alternate sites. The consultant was asked for alternate site studies on the east side of Griggs Reservoir, which included site survey work, utility exploration, cost estimate, scheduling drawings and presentation. The project was bid in October 2008 with a remobilization cost and rebid in May 2009 at additional bidding services. Primary electric service was also redesigned to install electric to the new facility with the least impact on the surrounding neighborhoods.

Body
WHEREAS, the Department of Recreation and Parks desires to modify the contract with Schooley Caldwell Associates for professional services related to Griggs Boathouse Project; and
WHEREAS, this modification is required due to a change in scope and schedule and because primary electric service was redesigned and the install electric to the new facility; NOW THEREFORE,
WHEREAS, pursuant to Ordinance No. 0879-2007, passed on June 20, 2007, the City and the Ohio State University entered into a lease agreement for the design, construction and lease of a boathouse on Griggs Reservoir in Duranceau Park; and
WHEREAS, pursuant to the terms of the lease agreement and as authorized by
Ordinance No. 1432-2007, the City, with $287,500.00 of funds provided by The Ohio State University, contracted with Schooley Caldwell Associates for the design of the Griggs Reservoir Boathouse; and
WHEREAS, pursuant to Ordinance No 1042-2008, the contract with Schooley Caldwell Associates was increased by $146,500; and
WHEREAS, this legislation to contract for the construction of the Griggs Reservoir Boathouse is another in a series of ordinances subsequent to Ordinance Nos. 0879-2007, 1432-2007 and 1042-2008 necessary to pay for the public improvements designated as the Griggs Reservoir Boathouse Project such that action hereunder is deemed to be necessary pursuant to Section 55(b) of the Columbus Charter;
Now Therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to modify the contract with Schooley Caldwell Associates for additional professional services related to the Griggs Boathouse Project.
SECTION 2. That from the unappropriated monies in the Recreation and Parks Non-Bond Fund No. 785, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2009, the sum of $62,275.00 is appropriated to the Recreation and Parks Department No. 51-01 as follows:

Improvements
SECTION 3. That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That the expenditure of $62,275.00, or so much thereof as may be necessary, be and is hereby authorized from Non-Bond Fund No. 785, Dept. 51-01, as follows, to pay the cost thereof.

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
SECTION 6. That this ordinance shall take effect and be in force from and after the earliest date allowed by law. That for reasons set forth in the preamble hereto, which is hereby made a part hereof, and in accordance with Section 55(b) of the Charter of the City of Columbus, this ordinance shall take effect and be in force from and immediately after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves
