Explanation
 
BACKGROUND:  This legislation authorizes the Director of the Department of Development to modify the current contracts of various social service agencies throughout Central Ohio involved with work force development and literacy activities to continue the provision of services for an additional 12 months. The total amount of these modifications is $223,780.00.
 
This ordinance represents programs to be funded from the Community Development Block Grant, following the Department of Development's evaluation process.
 
Emergency action is requested to facilitate payment of accrued program expenses associated with operations.
 
FISCAL IMPACT: A total of $223,780.00 has been allocated to fund social service programs through the Public Service Competitive Fund allocation of the 2006 Community Development Block Grant.
 
 
 
Title
 
To authorize the Director of the Department of Development to modify the contracts of various social service agencies that promote work force development for the continued provision of program services; to authorize the expenditure of $223,780.00 from the Community Development Block Grant Fund; and to declare an emergency. Body
 
WHEREAS, the Director of the Department of Development desires to modify the current contracts of various social service agencies for the continued provision of program services; and
 
WHEREAS, these programs promote work force development; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to modify the contracts of various social service agencies all for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.        That the Director of the Department of Development be and is hereby authorized to modify the contracts of the various agencies as listed in Section 3 by extending the contract periods through January 31, 2007 and by increasing the contract amounts as indicated.
 
Section 2.        That these modifications are made pursuant to Section 329.16 of the Columbus City Codes, 1959, as amended.
 
Section 3.        That for the purpose as stated in Section 1, the expenditure of $223,780.00, or so much thereof as may be necessary, be and is hereby authorized to be expended from the Community Development Block Grant Fund, Department of Development, Department No. 44-05, Fund No. 248, Object Level One 03, Object Level Three 3337, OCA Code 445070, as follows:

Section 4.        That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
