Explanation
Background: This legislation authorizes the Finance and Management Director to enter into contract with Kone, Inc. for the Facilities Management Division to renovate water damaged elevators at the Municipal Court building, 375 South High Street. On February 6, 2007, the sprinkler system at the building broke, flooding portions of the building. On February 7, 2007, the Mayor declared an emergency authorizing $75,000 in funding to repair the damage at the Municipal Court building and the Central Safety building. On March 6, 2007, the Mayor revised this amount to $90,000.00. Kone, Inc. was chosen to perform this work because it is the Facilities Management Divsion's contractor for normal elevator maintenance. The work completed was on four elevators. The water damage necessitated the replacement of the main car panel boards, car communication boards, car button boards, telephones, and door detectors. Work was also required to dissipate moisture and then re-lubricate various components of the elevator systems.
Emergency action is requested in order to reimburse Kone, Inc. for costs incurred for the renovation of the water damaged elevators at the Municipal Court building, 375 South High Street.

Fiscal Impact: The Facilities Management Division submitted an expansion request in the 2007 budget that was funded for the Municipal Court building in the amount of $200,000.00. These repairs are funded from this expansion request.

WHEREAS, on February 6, 2007, the sprinkler system at the Municipal Court building, 375 South High Street, broke and flooded the elevators of the building, and
WHEREAS, a Mayor's Emergency was declared to allow the Finance and Management Director to enter into contracts in order to renovate the building components damaged by the water, and
WHEREAS, it is necessary to replace various computer and electrical parts of the elevator systems, and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Facilities Management Division, in that it is immediately necessary to authorize the Finance and Management Director to enter into contract with Kone, Inc. for the renovation of flooded elevators at the Municipal Court building, 375 South High Street, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is authorized to enter into contract for the Facilities Management Division with Kone, Inc. for the renovation of water damaged elevators at the Municipal Court building, 375 South High Street.
SECTION 2. That the expenditure of $53,506.08, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves or vetoes the same.
