Explanation
 
BACKGROUND:
It is crucial that the City of Columbus continue to attract and retain a strong local government workforce that is properly trained, educated and engaged in the local community, and ready to assume the administrative, legislative and policy positions within local government. The creation of the Columbus Legislative Internship Program (or CLIP) is another step the City is taking to help achieve this critical goal.   
 
This legislation authorizes the City Clerk to enter into contract with the Ohio State University Research Foundation. The contract will provide $64,094.00 from the General Fund to support the Columbus Legislative Internship Program. This effort sponsors graduate student interns from the OSU John Glenn School of Public Affairs masters program to give them practical experience with the city's legislative process, and providing Council with policy research, constituent services, writing speeches, monitoring and attending standing committee meetings, and drafting legislation.
 
In February 2007, Columbus City Council amended the City's 2007 Operating Budget to include funds to initiate the Columbus Legislative Internship Program.
 
That this contract is awarded pursuant to Section 329.15 of the Columbus City  Codes, 1959 as amended.
 
FISCAL IMPACT:  
$64,094.00 is available in the General Fund budget for this contract.

Body
 
WHEREAS, it is crucial that the City of Columbus continue to attract and retain a strong local government workforce that is properly trained, educated and engaged in the local community; and
 
WHEREAS, young people need to be prepared to assume administrative, legislative and policy positions within local government; and  
 
WHEREAS, it is important that the City of Columbus enhance its ability to provide better public services through research and development of promising practices, strategies and solutions for local government to better serve its residents; and
 
WHEREAS, the Columbus Legislative Internship Program (CLIP) is designed to provide a valuable and rewarding real world job experience for graduate students from The Ohio State University's John Glenn School of Public Affairs; and
 
WHEREAS, Columbus City Council and the City Clerk desire to enter into a contract with the  Ohio State University Research Foundation on behalf of The Ohio State University's John Glenn School of Public Affairs; and
 
WHEREAS, the John Glenn School of Public Affairs, through the Columbus Legislative  Internship Program (CLIP), will provide legislative and policy assistance to Columbus City  Council and the City of Columbus; now, therefore, and
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the City Auditor is hereby authorized to transfer $64,092 within the Office  of City Council, Department No. 20-01, the General Fund, Fund 010, from Object Level One 01,  to Object Level One 03, OCA Code 200105.
 
SECTION 2.  That the City Clerk is hereby authorized to contract with the Ohio State  University Research Foundation, for the purpose of supporting the Columbus Legislative  Internship Program, and to expend said funds for said purpose as detailed in above Section  1.  
 
SECTION 3.  That this contract is awarded pursuant to Section 329.15 of the Columbus City  Codes, 1959 as amended.
 
SECTION 4.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
