Explanation
This legislation authorizes the Director of Building and Zoning Services to modify the professional services contract with Lisa Wise Consulting, Inc. for the Zoning Code and Map Update project and extend the contract end date from May 8, 2025 to May 8, 2026. The initial contract, authorized by Ordinance Number 1041-2022, was entered into in May of 2022 for a 24-month period and included two optional twelve-month extensions subject to Council reauthorization and additional funding allocation. The first extension was authorized by Ordinance Number 0867-2024. This legislation authorizes the second extension and modifies the contract to add funding so Lisa Wise Consulting, Inc. can continue providing guidance and insight for the Zoning Code and Map Update project.

To authorize the Director of the Building and Zoning Services Department to modify the professional services contract with Lisa Wise Consulting, Inc. and extend the contract end date from May 8, 2025 to May 8, 2026; to authorize an expenditure from the Development Services Fund; and to declare an emergency. Body
WHEREAS, several years ago, the City undertook an independent analysis of the Zoning Code and process, which determined that the current code does not support our community’s shared aspiration to be an equitable, thriving city; and
WHEREAS, an updated Zoning Code is an important tool in proactively managing growth; and
WHEREAS, the Department of Finance, Purchasing Office solicited Requests for Proposals on behalf of the Department of Building and Zoning Services for the Zoning Code and Map Update contract; and
WHEREAS, Lisa Wise Consulting, Inc. submitted a responsive proposal as determined by the evaluation committee and the Building and Zoning Services Director subsequently authorized negotiations with the firm; and
WHEREAS, pursuant to Ordinance 1041-2022, the Department entered into a contract with Lisa Wise Consulting, Inc. in May of 2022 for the professional consulting services in the amount of up to $1,849,637.00; and
WHEREAS, because the project was expected to extend beyond two years, the contract included two optional twelve-month extensions beyond the initial 24-month period, subject to Council reauthorization and additional funding allocation; and
WHEREAS, the first extension was authorized by Ordinance Number 0867-2024; and
WHEREAS, it is now necessary to modify the professional services contract to add additional funding and extend the contract end date from May 8, 2025 to May 8, 2026 to allow Lisa Wise Consulting, Inc. to continue providing guidance and insight as the Zoning Code is updated; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Building and Zoning Services in that it is immediately necessary to authorize the Director to modify and extend the contract with Lisa Wise Consulting prior to the current expiration date of the contract, all for the immediate preservation of the public, health, safety and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Building and Zoning Services be, and hereby is, authorized to modify the professional services contract with Lisa Wise Consulting, Inc. to continue work on the Zoning Code and Map Update project and to extend the contract end date from May 8, 2025 to May 8, 2026.
SECTION 2. That the expenditure of $100,000.00 or so much thereof as may be needed pursuant to the actions authorized in SECTION 1, is hereby authorized in the Development Services fund, fund 2240, subfund 000000, in Object Class 03 - Purchased Services, per the accounting codes in the attachment to this ordinance.

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That funds are hereby appropriated and expenditures authorized to carry out the purposes of this ordinance, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
