Explanation
BACKGROUND: This legislation authorizes the appropriation of Emergency Human Services Capital Funds to the Department of Development and also authorizes the Director of the Department of Development to enter into contracts with four (4) social service agencies needing financial assistance for capital related costs associated with the operations and ownership of their facilities. The total amount of these contracts is $266,667.00. This ordinance represents agencies to be funded as a result of the Emergency Human Services Capital Fund evaluation process. The intent is to support the on-going efforts of non-profit community based social service organizations that provide a direct service to the public. These services include, but are not limited to, programs and activities for youth, adults and families.
This ordinance is an emergency due to these agencies' capital costs associated with ownership and operations of their facilities.
FISCAL IMPACT: Funds for these contracts are allocated from the Emergency Human Services Capital Fund.

To authorize the appropriation of $266,667 from the unappropriated balance of the Emergency Human Services Capital Fund to the Department of Development; To authorize the Director of the Department of Development to enter into contracts with four social service agencies; to authorize the expenditure of $266,667.00 from the Emergency Human Services Capital Fund; and to declare an emergency. Body
WHEREAS, the Director of the Department of Development desires to enter into contracts with four (4) social service agencies, for the provision of funding related to capital costs associated with the operations of their facilities; and
WHEREAS, this legislation supports the on-going efforts of non-profit community based social service organizations that provide a direct service to the public; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to appropriate said funds and to enter into contracts with various social service agencies for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That from the unappropriated monies in the Emergency Human Services Capital Fund, and from any and all sources unappropriated for any other purpose during the fiscal year ending December 31, 2003, the sum of $266,667.00 be and is hereby appropriated to the Department of Development, Department No. 44-05, Fund 232, Object Level One 03, Object Level Three 3337, OCA Code 445206, Project 200001.
Section 2. That the Director of the Department of Development be and is hereby authorized to enter into contracts with four (4) agencies as listed in Section 3 to provide financial assistance for capital related costs associated with the operations and ownership of their facilities.
Section 3. That for the purpose as stated in Section 2, the expenditure of $266,667.00, or so much thereof as may be necessary, be and is hereby authorized from the Emergency Human Services Capital Fund, Department of Development, Department No. 44-05, Fund 232, Object Level One 03, Object Level Three 3337, OCA Code 445206, Project 200001as follows:

Section 4. That these contracts are awarded pursuant to Section 329.15 of the Columbus City Codes, 1959 as amended.
Section 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
