Explanation
 
Need: The City of Columbus Department of Public Safety, Division of Police, Crime Lab needs to have building access security system which will increase security throughout several areas of Crime Lab. This installation will increase the level of access security for the protection of personnel and the integrity of the testing and files maintained at the Crime Lab. The total amount of this expenditure is $48,579.00.
 
Bid Information:
All security systems for the Division of Police have been installed and maintained by Matrix Systems Inc. In order that all security systems have the ability to interact with each other and only one badge system is needed; the Division of Police is requesting waiving the competitive bidding procedures of Chapter 329 of Columbus City Code and authorize the Director of Department of Public Safety to enter into contract with Matrix Systems Inc.
 
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
 
Contract Compliance No.: 31-0902711, Expires 12/22/2007
 
Emergency Designation: Emergency legislation is necessary to complete installation as soon as possible.
 
FISCAL IMPACT:
There is no fiscal impact for the City General Fund Account. $25,509.00 will be funded by Law Enforcement Contraband Seizure Fund and $23,070.00 will be funded by DNA Capacity Enhancement Grant.

Body
 
WHEREAS, the Division of Police needs to have a security access system installed for the Crime Lab; and
 
WHEREAS, Matrix Systems Inc. has installed and is responsible for all the security access systems for the Division of Police; and
 
WHEREAS, Matrix Systems Inc needs to complete the work for the Crime Lab security access system in order that all security systems have the ability to interact with each other and only one badge system is needed; and
 
WHEREAS, it is in the best interest of the City that competitive bidding be waived; and
 
WHEREAS, an emergency exists in the daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to enter into a contract for security access system for the Crime Lab for the immediate preservation of the public peace, health, safety and welfare, now therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Public Safety Director be and is hereby authorized and directed to enter into contract with Matrix Systems Inc. for the purchase of  a security access system for the Crime Lab for the Division of Police, Department of Public Safety.
 
Section 2. That in accordance with Section 329.27 of Columbus City Codes, this Council finds it is in the best interest of the City of Columbus to waive the provisions of Section 329.06 of the Columbus City Codes to permit the aforementioned purchase.
 
 
Section 3. That the expenditure of $48,579.00 or so much thereof as may be needed, be the same is hereby authorized as follows:

Section 4. That for reasons stated in the preamble hereto, which is hereby made a part thereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
