Explanation
This ordinance authorizes the Director of the Department of Technology (DoT) to enter into contract with Mr. Perfect Cleaning Janitorial and Building Maintenance Services, LLC for janitorial services at the City’s Data Center West. Included in the contract are daily, weekly and annual cleaning per a pre-determined schedule, utilizing Green cleaning and maintenance products whenever practical. Also included is “specialty cleaning,” including changing light bulbs and other maintenance cleaning on an "as needed" basis, to be pre-arranged between the Contractor and the DoT designee for the facility.
Informal bids were solicited for the above-named services. The four respondents and their bids were:

The term of the contract will be for one year, beginning on June 1, 2024 and ending on May 31, 2025 at a total cost of $28,428.00. The contract will not automatically renew, however, upon mutual agreement the services may be continued for two additional one-year terms.
This ordinance also authorizes the expenditure of $28,428.00 for the above-mentioned services.
FISCAL IMPACT
Funds for the services being authorized by this ordinance are budgeted and available in the 2024 Information Services Operating budget.

EMERGENCY
The current contract expires on May 30, 2024. In order to ensure continuation of these important services, emergency designation is sought.

Body
WHEREAS, the Department of Technology has a need for janitorial at their Data Center West; and
WHEREAS, bids were solicited for the above-named services, with Mr. Perfect Cleaning janitorial and building maintenance services submitted the lowest, responsive bid; and
WHEREAS, the Department desires to enter into contract with Mr. Perfect Cleaning janitorial and building maintenance services for janitorial services; and
WHEREAS, the contract authorized by this ordinance will be for one year, beginning on June 1, 2024 and ending on May 31, 2025; and
WHEREAS, upon mutual agreement the services may be renewed for two additional one-year terms; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Technology in that it is immediately necessary to authorize the Director to enter into contract with Mr. Perfect Cleaning janitorial and building maintenance services for janitorial services at the City’s Data Center West as the current contract expires on May 30, 2024, for the preservation of public health, peace, property, safety and welfare; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Technology be and is hereby authorized to contract with Mr. Perfect Cleaning Janitorial and Building Maintenance Services, LLC for janitorial services for the term of one year, beginning on June 1, 2024 and ending on May 31, 2025, at a cost of $28,428.00.
SECTION 2. That the expenditure of $28,428.00, or so much thereof as may be necessary, is hereby authorized to be expended as follows in the attachment to this ordinance. (See attachment 1255-2024EXP).
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
