Explanation
This ordinance amends the Management Compensation Plan, Ordinance No. 2713-2013, as amended, by updating the 2025 minimum wage in accordance with the Ohio Constitution; by correcting an erroneous classification title; by adding overtime eligible classifications to the PTO accruals section; and by adding the classification of Chief of Staff to the City Council President (U) (0833) to the non-accrual lists for Paid Time Off and Sick Leave.
Title
To amend the Management Compensation Plan, Ordinance No. 2713-2013, as amended, by amending Sections 5(E), 5(F), 12(B), 12(H), and 14(I) and to declare an emergency.
Body
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to change the classification title of Equal Opportunity Specialist (0799) to Neighborhoods Program Specialist (0799) as a result of previous Civil Service Commission action which was erroneously omitted from this Ordinance; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(F) to increase the minimum wage to $10.70 per hour effective January 1, 2025 in accordance with the Ohio Constitution; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 12(B)(1) to include all full-time overtime eligible employees for an advanced Paid Time Off accrual rate or a one-time Paid Time Off deposit at the discretion of the Appointing Authority; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 12(H) to include the classification of Chief of Staff to the City Council President (U) (0833) on the list of classifications which do not accrue Paid Time Off effective January 1, 2025; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 14(I) to include the classification of Chief of Staff to the City Council President (U) (0833) on the list of classifications which do not accrue Sick Leave effective January 1, 2025; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Human Resources in that it is immediately necessary to amend certain provisions of the Management Compensation Plan in order to meet obligations to employees, departments, and the Civil Service Commission, by amending the established compensation plan by December 9, 2024 for the immediate preservation of the public peace, property, health, safety and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Sections 5(E), 5(F), 12(B), 12(H), and 14(I) of Ordinance No. 2713-2013 are hereby amended to read as follows according to the attached document:

SECTION 2. That existing Sections 5(E), 5(F), 12(B), 12(H), and 14(I) of Ordinance No. 2713-2013, as amended, are hereby repealed.
SECTION 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and the remaining sections of this ordinance shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
