Explanation
This ordinance authorizes the City Attorney to enter into the first year of a two year flat-fee contract with WESTLAW for the provision of on-line legal research resources and waives the competitive bidding requirements of Chapter 329, Columbus City Codes.
 
 
Title
To authorize the City Attorney to enter into the first year of a two year flat-fee contract with WESTLAW for the provision of on-line legal research resources in the amount of  $51,700 (Fifty-One Thousand Seven Hundred Dollars), to appropriate and authorize the expenditure of said funds, to waive competitive bidding requirements of Chapter 329, Columbus City Codes, and to declare an emergency. ($51,700)
 
 
Body
WHEREAS, the City Attorney would like to enter into the first year of a 2 year contract with WESTLAW for the receipt of on-line legal research services; and
 
WHEREAS, the City Attorney's Office has selected a subscription package which provides the required services for a monthly flat fee rate of $4,700 beginning April 1, 2003, through March 30, 2004. WESTLAW has waived the first month charges for April 1, 2003 through April 30, 2003.
 
WHEREAS, the solicitation of proposals for like-kind services satisfied the intent of the competitive procurement requirements of Chapter 329, Columbus City Codes; and
 
WHEREAS, the City Attorney 's Office recommends the waiver of the competitive bidding requirements of Chapter 329, Columbus City Codes; and
 
WHEREAS, an emergency exists in that authorizing  the contract will ensure uninterupted on-line legal research services are available in the City Attorney's Office at an economical flat-fee rate; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO:
 
SECTION 1.  That from the unappropriated balance of the General Fund, 010, that there be and hereby appropriated $51,700  to the general fund within the City Attorney's Office, Division 2401 from which the City Attorney is hereby authorized to expend as follows:
 
From OCA 240101, Obj Level 03-3332, $51,700.
 
Section 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
