Explanation

Rezoning Application:  Z24-031

APPLICANT:  V.A.T. Inc.; c/o Jackson Reynolds, III, Atty.; 37 West Broad Street, Suite 460; Columbus, OH 43215.

PROPOSED USE:  Limited manufacturing uses.

DEVELOPMENT COMMISSION RECOMMENDATION:  Approval (4-1) on October 10, 2024.

NORTH CENTRAL AREA COMMISSION RECOMMENDATION:  Approval.

CITY DEPARTMENTS' RECOMMENDATION:  Approval. The site consists of two undeveloped parcels in the AR-12, Apartment Residential District. The requested L-M, Limited Manufacturing District will allow a bus repair facility and bus parking lot. The site is located within the planning boundaries of the North Central Plan (2002), which recommends “Open Space” land uses at this location. Although the proposal is inconsistent with the Plan’s land use recommendation, Planning Division acknowledges that the proposal is a continuation of an established use to the east, with similar industrial and commercial uses to the east, north, and west, and that this proposal would not represent an encroachment into established residential areas, nor cause substantial alteration to the character of the neighborhood. The submitted site plan is also consistent with the Plan’s design guidelines which includes adequate buffering from residential areas, thus staff supports this proposal. Concurrent Council variance (Ordinance #3054-2024; CV24-092) proposes reduced building and parking setbacks, and to relocate tree islands, as shown on the submitted site plan.
