Explanation
Background:
This legislation will authorize the City Attorney to accept a supplemental grant award for the VAWA Domestic Violence Prosecutors Grant #04-WF-VA2-8758 from the Franklin County Board of Commissioners, Justice Programs Unit for the continued funding of the VAWA Domestic Violence Prosecutors program within the Domestic Violence unit of the City Attorney's Office. The Domestic Violence unit assists witnesses and victims of domestic violence through the legal process and provides counseling, referrals, and linkage with agencies and community resources. This ordinance will further authorize the transfer and appropriation of matching funds required by the grant award.
Emergency action is requested to allow for the uninterrupted continuation of this grant program.
Fiscal Impact:
The required matching funds of $1,690.00 are included in the City Attorney's 2005 General Fund Budget.

WHEREAS, the Franklin County Board of Commissioners, Justice Programs Unit, has awarded the City of Columbus, City Attorney's Office, a supplemental grant award in the amount of Five Thousand Seventy-Three and no/100 Dollars ($5,073.00) for grant 04-WF-VA2-8758 VAWA Domestic Violence Prosecutors program for the year 2005; and
WHEREAS, the acceptance of this grant requires that the City Attorney supply matching funds in the amount of One Thousand Six Hundred Ninety and no/100 Dollars ($1,690.00); and
WHEREAS, an emergency exists in the daily operation of the City Attorney's Office in that it is necessary to immediately accept and appropriate the supplemental grant funds and transfer and appropriate the matching funds in order that the services supported may continue without interruption and for the preservation of the pubic health, peace, property, safety and welfare, and, now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO
SECTION 1. That the City Attorney be and hereby is authorized to accept a supplemental grant award in the amount of Five Thousand Seventy-Three and no/100 Dollars ($5,073.00) from the Franklin County Board of Commissioners, Justice Programs Unit.
SECTION 2. That the amount of One Thousand Six Hundred Ninety and no/100 Dollars ($1,690.00) is hereby transferred as follows:

TO: department 2401, general fund, fund number 010, object level 1 10, object level 03 5501, organizational cost account 240101.

SECTION 3. That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of Six Thousand Seven Hundred Sixty-three and no/100 Dollars ($6,763.00) is appropriated as follows: department 2401, VAWA Domestic Violence Prosecutors Grant, grant number 248270, fund number 220, organizational cost account 2407654 object level 3 - 3000.
SECTION 4. That funds appropriated in the foregoing Section 3 shall be paid upon order of the City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
