Explanation

 

BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into a professional services contract for providing Geographic Information System (GIS) data conversion services for the Division of Operational Support.  The intent of this project is to complete conversion of a custom AutoDesk CAD system used for Impervious Surface Area Assessment (Stormwater) to an ESRI ArcGIS solution including conversion of records, training, and support.

 

This project supports the directives of the Department of Public Utilities' (DPU) Technology Master Plan dated August 2004.  In accordance with the provisions of Chapter 329.14, of the Columbus City Codes 1959, Request for Proposal from four (4) engineering firms were received and reviewed. The four (4) firms submitting proposals:

 

Evans, Mechwart, Hambleton & Tilton, Inc

SAIC Engineering of Ohio, Inc

FMSM

PlanGraphics, Inc.

 

Based on presentations and the evaluations of the proposals, from the listed firms, Evans, Mechwart, Hambleton & Tilton, Inc. was selected.  The Division of Operational Support does not have sufficient personnel to perform this project in a timely manner.

 

CONTRACT COMPLIANCE NUMBER: 31-0685594, Expires 11-29-07

 

FISCAL IMPACT:  This ordinance is contingent upon the passage of Ordinance Number 1535-2007increasing the appropriation within the Stormwater Operating Fund.

 

 

Title

 

To authorize the Director of Public Utilities to enter into contract with Evans, Mechwart, Hambleton & Tilton, Inc for providing Geographic Information System (GIS) data conversion services for the Department of Public Utilities, to authorize the expenditure of $240,000.00 from the Stormwater Operating Fund.  ($240,000.00)

 

Body

 

WHEREAS, the intent of this project is to perform conversion of a custom AutoDesk CAD system used for Impervious Surface Area Assessment (Stormwater) to an ESRI ArcGIS solution including conversion of records, training and support, and

 

WHEREAS, this project supports the directives of the Department of Public Utilities' (DPU) Technology Master Plan dated August 2004. 

 

WHEREAS, the Division of Operational Support does not have sufficient personnel to perform this project in a timely manner, therefore, making it necessary to obtain the services of consulting engineers, and

 

WHEREAS, in the usual daily operations of the Division of Operational Support, Department of Public Utilities in that it is necessary to authorize the Director of Public Utilities to enter into a contract with a consulting engineer for providing Geographic Information System (GIS) data conversion services for the Division of Operational Support, to allow for the earliest possible start of data conversion, for the preservation of public health, peace, property, safety and welfare; now, therefore

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1.  That the Director of Public Utilities be and is hereby authorized to enter into a contract with Evans, Mechwart, Hambleton & Tilton, Inc, 5500 New Albany Road, New Albany, Ohio 43054 for providing Geographic Information System (GIS) data conversion services for the Division of Operational Support.

 

Section 2.  This ordinance is contingent upon the passage of Ordinance Number 1535-2007.

 

Section 3.   That the expenditure of $240,000.00, or so much thereof as may be necessary, be and is hereby authorized as follows to pay the cost thereof.
