Explanation

This ordinance authorizes the Director of the Department of Development to enter into a grant agreement with the Short North Alliance in support of the parking validation parking program.

 

The Short North Alliance is leading a pilot garage parking validation program in 2018 to help create a supportive environment for customers and small business owners in the Short North Arts District during a year with an atypical amount of construction that is causing impacts to available on-street metered parking.  Similar to the well-know validation program at the North Market, the SNA along with District businesses would promote a daytime parking validation program where Short North Arts District customers would be able to receive the benefit of $1 first hour parking in participating Short North Arts District parking garages with a purchase in the District.

 

This effort will also help to educate the public about the locations of available structured public parking garages in order to reduce parking congestion on adjacent residential streets and help foster turnover of public parking on High Street. Throughout the pilot program, the Short North Alliance will collect data on usage to help inform potential opportunities to offer and expand a District-wide garage parking validation program into the future.

 

Fiscal Impact: Funding is available within the Jobs Growth subfund.

To authorize the Director of the Department of Development to enter into a grant agreement with the Short North Alliance in support of the parking validation parking program; to authorize an appropriation and expenditure within the Jobs Growth subfund; and to declare an emergency. ($15,000.00)

 

Body

WHEREAS, ongoing construction and development in the Short North Arts District is impacting both on-street and garage parking for residents and visitors to the area; and

 

WHEREAS, the Short North Alliance is collaborating with garages and businesses to initiate a parking validation program to encourage and promote commercial activity within the District; and

 

WHEREAS, this pilot program will also serve to educate the public regarding the locations of available structured parking, therefore reducing parking congestion on adjacent residential side streets and metered parking on High Street; and

 

WHEREAS, an emergency exists in the usual daily business of the city in that it is immediately necessary to authorize the Director of the Department of Development to enter into a grant agreement with the Short North Alliance, thereby preserving the public health, safety and welfare; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Development is hereby authorized to enter into a grant agreement with the Short North Alliance in support of the parking validation parking program.

 

SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $15,000.00 in the Jobs Growth subfund, fund 1000, subfund 100015, to the Department of Development per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the expenditure of $15,000.00 or so much thereof as may be needed pursuant to the actions authorized in SECTION 1, is hereby authorized in the Jobs Growth subfund, fund 1000, subfund 100015 per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

 

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
