Background:
During the second half of 2002 development pressures increased in the central portion of Columbus' Hayden Run Corridor - generally bounded by Hayden Run and Hayden Run Road on the south, the Franklin/Madison county line on the west, Dublin on the north, and I-270 on the east. The Planning Division was asked to develop a plan for the area to help ensure that the various land uses and infrastructure needs were anticipated and coordinated to the greatest extent possible. The Interim Hayden Run Corridor Plan is intended to provide land use and development policy direction for public and private decision-makers. Among the plan's key elements are protection of Hayden Run and other natural features, organization of residential uses, designation of income-producing uses, and identification of needed infrastructure and facilities.
 
While all plans are subject to periodic review and update, two primary factors have led to the designation of this document as an interim plan: A desire by the jurisdictions in northwest Franklin County to engage in a multi-jurisdictional planning process; and Mayor Michael B. Coleman's Vibrant 21st Century Cities initiative to look at growth policy from a broad perspective. As these and other factors warrant, the Hayden Run Corridor Plan will be updated.

To adopt the Interim Hayden Run Corridor Plan.
 
 
 
Body
 
   WHEREAS, during 2002 development pressures increased in the central portion of Columbus'
     Hayden Run Corridor resulting in a need for an area plan to help ensure that the various land uses and
     infrastructure needs were anticipated and coordinated to the greatest extent possible; and
 
   WHEREAS, a planning process was undertaken involving public workshops, stakeholder review,
   interaction with neighboring jurisdictions, and consideration of regional issues; and
 
    WHEREAS, the planning process sought to balance development with protection of natural resources
    and the consideration of neighboring communities; and
 
   WHEREAS, the resulting plan is intended to provide land use and development policy direction for
    public and private decision-makers; and   
 
    WHEREAS, the plan has been designated as interim due to 1) the interest of Columbus and
   neighboring communities to engage in multi-jurisdictional planning for northwest Franklin County, and
   2) Mayor Michael B. Coleman's Vibrant 21st Century Cities initiative to look at growth policy from a
   broad perspective; and  
 
   WHEREAS, the city will monitor these and other initiatives that may require update of the interim plan; and
 
  WHEREAS, a public hearing was held on March 25, 2004 at which time the Development Commission recommended
  adoption of  this plan; now, therefore,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
            Section 1.      That the March 2004 Interim Hayden Run Corridor Plan is hereby adopted.
 
            Section 2.           That all departments and divisions of the City administration are hereby authorized and
            directed to use the said Interim Hayden Run Corridor Plan in initiating or reviewing proposed
             projects in the subject area and to require that such proposals generally conform to said plan
             provisions.
 
            Section 3.           That the Department of Development is directed to monitor the use of this plan, and to
            present to City Council any modifications necessary to keep it up to date.
 
            Section 4.      That copies of the Interim Hayden Run Corridor Plan shall be kept on file in the
            Department of Development, Planning Division.
 
            Section 5.      That this ordinance shall take effect and be in force from and after the earliest period
             allowed by law.
