Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to modify Contract DL007922, EZ Economic Opportunity (year 2002 appropriation), with the Columbus Compact Corporation. Per a Compact board-approved proposal, Contract DL007922 EZ Economic Opportunity will be decreased by $270,825.00 for a revised contract amount of $1,927,847.00. The funds de-obligated by this legislation will be reallocated to several Columbus Compact Corporation contracts to continue to administer on-going activities related to centerpiece initiatives as part of Round II Economic Opportunities Initiatives of the Empowerment Zone Strategic Plan.
This legislation is presented as an emergency to provide funding for additional Community Values and Cultural Life, Neighborhood Life and Administrative programming and to avoid interruption in the implementation of current programs.
FISCAL IMPACT: Funds for this contract were allocated from year 2002 Empowerment Zone Implementation Funds. This legislation will decrease the contract by $270,825. Companion legislation 1324-2005 will utilize these de-obligated funds to increase the Columbus Compact Empowerment Zone contracts for Community Values and Cultural Life, Neighborhood Life and Administrative activities by the same amount.

WHEREAS, the Director of the Department of Development desires to modify contract DL007922, EZ Economic Opportunity, with the Columbus Compact Corporation by decreasing the contract amount; and
WHEREAS, this modification is necessary to reallocate Empowerment Zone resources so that they are used most effectively; and
WHEREAS, this modification will enable the Columbus Compact Corporation to provide additional EZ CVCL, EZ Administration and EZ Neighborhood Life Initiatives on behalf of the City; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, in that it is immediately necessary to modify Contract No. DL007922 with the Columbus Compact Corporation by decreasing the contract amount, all for the preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development is hereby authorized to modify Contract No. DL007922, EZ Economic Opportunity, with the Columbus Compact Corporation by decreasing the contract amount by $270,825.
Section 2. That this modification is awarded pursuant to Section 329.16 of the Columbus City Codes, 1959 as amended.
Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
