Explanation
1. BACKGROUND: This Ordinance authorizes the Director of Finance and Management, on behalf of the Office of Construction Management, to enter into a professional services agreement, with Division 7, Inc., for the Roof Maintenance Program (2024), in an amount up to $700,000.00.
The project will restore, replace and make required repairs to keep the roofs of several city buildings leak-free and low-maintenance.
2. BID INFORMATION: The selection of the firm providing the services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329, "Awarding professional service contracts through requests for proposals." The project was let by the Office of Construction Management through Vendor Services and Bonfire. Of the 520 vendors solicited, 138 were Minority-owned, 2 were Veteran-owned, 312 were Small Business-owned, and 111 were Women-owned.
Three Requests for Proposals (RFP’s) were opened on October 11, 2024. None of these firms were designated as Minority-owned:
1. Division 7, Inc.
2. Tecta America DBA JB Roofing
3. Freedom Roofing, Windows, and Siding
An evaluation committee reviewed and scored the proposals based on the criteria included Columbus City Code, Section 329. The Department of Finance and Management recommends an award be made to Division 7, Inc.
3. CONTRACT COMPLIANCE INFO: DAX No. 50446, expires 9/24/26, MAJ
Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Division 7, Inc.
4. SUBCONTRACTOR PARTICIPATION: The ODI-assigned goal for this project was 11%. Division 7, Inc. proposed using the following firm to meet this goal:

5. FISCAL IMPACT: This ordinance authorizes an expenditure of $700,000.00 from the General Fund with Division 7, Inc., for roof repair services as part of the Office of Construction Management Roof Maintenance Program. $750,000.00 was budgeted for this service.

To authorize the Director of Finance and Management, on behalf of the Office of Construction Management, to enter into a professional services agreement with Division 7, Inc., for the Roof Maintenance Program (2024); and to authorize an expenditure up to $700,000.00 within the General Fund. ($700,000.00)
Body
WHEREAS, three technical proposals for the Roof Maintenance Program (2024) were received on October 11, 2024; and
WHEREAS, the Department of Finance and Management recommends the agreement be awarded to Division 7, Inc. in an amount up to $700,000.00; and
WHEREAS, it has become necessary the usual daily operation of the Department of Finance and Management, Office of Construction Management, to authorize the Director of Finance and Management to enter into a professional services agreement, with Division 7, Inc., for the Roof Maintenance Program (2024), for the preservation of the public Safety, peace, property and safety; now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management is hereby authorized to enter into a professional services agreement, on behalf of the Office of Construction Management, with Division 7, Inc. for the Roof Maintenance Program (2024), in an amount up to $700,000.00.
SECTION 2. That the expenditure of $700,000.00, or so much thereof as may be necessary in regards to the action authorized in SECTION 1, be and is hereby authorized and approved from the General Fund 1000, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.
SECTION 3. That the monies in the foregoing Sections shall be paid upon order of the Director of Finance and Management, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
