BACKGROUND:
The purpose of this ordinance is to authorize the appropriation of $100,000.00 to the Department of Public Safety to purchase materials and supplies in support of Public Safety Week 2023 activities.
Public Safety Week 2023 consists of events that provide training, community conversations, the distribution of safety resources, and a day dedicated to service to foster relationships between residents and public safety officials and improve the safety and well-being of Columbus. It will also address the diverse public safety needs of communities and connect constituents with resources and programming related to affordable, accessible, and high-quality Public Safety services and tools. This inaugural Public Safety Week is being held in the Milo-Grogan neighborhood and runs from Sunday, June 25 to Saturday, July 1.
This funding will provide materials and supplies for various activities and initiatives throughout Public Safety Week, including the following:
• CPR and AED training supplies for community members
• Home repair supplies
• Home and vehicle safety supplies
• Food & non-alcoholic beverages for volunteers and neighborhood residents
Council is appropriating $100,000.00 toward supporting the events and activities that will establish the inaugural Public Safety Week.
FISCAL IMPACT: Total appropriation is $100,000.00 and is available in the 2023 budget.
EMERGENCY DESIGNATION: Emergency action is requested to allow purchases to be made in time to be distributed for Public Safety Week in late June.

WHEREAS, Public Safety Week 2023 consists of events that provide training, community conversations, the distribution of safety resources, and a day dedicated to service to foster relationships between residents and public safety officials and improve the safety and well-being of Columbus; and,
WHEREAS, it will also address the diverse public safety needs of communities and connect constituents with resources and programming related to affordable, accessible, and high-quality Public Safety services and tools; and,
WHEREAS, reasonable food & non-alcoholic beverages for these events will serve the public purpose of improving lives by encouraging attendance at safety events, the total budgeted amount for which will not exceed $25.00 per person; and,
WHEREAS, the inaugural Public Safety Week is being held in the Milo-Grogan neighborhood and runs from Sunday, June 25 to Saturday, July 1; and,
WHEREAS, the total appropriation is $100,000.00 and is available in the 2023 budget; and,
WHEREAS, an emergency exists in the usual daily operation of City Council, in that it is immediately necessary to appropriate funding to the Department of Public Safety so that materials, supplies, and reasonable food and non-alcoholic beverages can be purchased in time for the Public Safety Week activities, thereby preserving the public peace, property, health, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That $100,000.00 is hereby appropriated to the Department of Public Safety for the purchase of materials and supplies in support of Public Safety Week 2023, per the accounting codes in the attachment to this ordinance.
SECTION 2. That the Auditor is hereby authorized and directed to appropriate $100,000.00 within the Public Safety Initiatives subfund, fund 1000, subfund 100016, to the Department of Public Safety in 02-Supplies, per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the Council hereby finds the expenditure of funds for the purchase of reasonable food & non-alcoholic beverages for these events to serve a proper public purpose by improving lives through encouraging attendance at safety events. The total budgeted amount for which shall not exceed $25.00 per person
SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
