This ordinance authorized the City Clerk to enter into a grant agreement with the Franklin County Historical Society (dba COSI Columbus) to serve as fiscal agent for One Church in support of the Foster Hope Holiday Fest.
Since 2019, the Foster Teen Christmas Outreach has provided more than $1.1M in gift cards to foster teens across Ohio. This year's first annual Foster Hope Holiday Fest, set to be held on December 15, 2024, seeks to deepen the impact by connecting foster teens to resources that will aid them as they transition out of care. The event will be targeted to 250 foster teens between 15-18 years old and will connect them to resources specifically around mental health, life and job readiness skills, and STEM career exploration.
Measurable outcomes of success include attendance, engagement, and feedback via pre- and post-event surveys. Some current partners include Macy's, OneTen, Chillicothe Steel, and Lifetime Fitness. Council’s grant support of the event will ensure that young adults transitioning out of foster care have the resources and assistance they need for future success.
Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.
Emergency action is requested in order to ensure that The General Council of the Assemblies of God has the resources needed in advance of the December 15th event.

WHEREAS, since 2019, the Foster Teen Christmas Outreach has provided more than $1.1M in gift cards to foster teens across Ohio; and
WHEREAS, this year's first annual Foster Hope Holiday Fest, set to be held on December 15, 2024, seeks to deepen the impact by connecting foster teens to resources that will aid them as they transition out of care; and
WHEREAS, Council’s grant support of the event will ensure that young adults transitioning out of foster care have the resources and assistance they need for future success; and
WHEREAS, an emergency exists in the usual daily business of the city in that it is immediately necessary to authorize a grant agreement to ensure that Assemblies of God has the resources needed in advance of the December 15th event, for the immediate preservation of the public peace, health, property, and safety; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with the Franklin County Historical Society (dba COSI Columbus) to serve as fiscal agent for One Church in support of the Foster Hope Holiday Fest.
SECTION 2. That the appropriation and expenditure of $5,000.00, or so much thereof as may be needed pursuant to the action authorized in SECTION 1, is authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
