Explanation
 
Background:  The Mid-Ohio Regional Planning Commission (MORPC) serves as staff to the District Three Public Works Integrating Committee.  This committee provides input, planning, preparation, and makes recommendations to the Ohio Public Works Commission for fund distribution for the State Capital Improvement Program (SCIP) and the Local Transportation Improvement Program (LTIP).  MORPC's costs for Round 18 are prorated to local jurisdictions based on the total funds ultimately awarded to each jurisdiction.  The Public Service Department, Transportation Division, has been awarded a total of $8,767,801.00 for three projects as follows:

The division's administrative cost billing as determined by MORPC is .005959 percent of this total, or $52,247.00.  The Mid-Ohio Regional Planning Commission's contract compliance number is 31-1009675.
 
Fiscal Impact:  The Transportation Division budgeted $6.7 million in the 2004 Capital Improvements Budget for Federal/State Match projects.  Nearly $6 million of the Federal/State Match funds have been either encumbered or expended since the July 2004 bond sale.  This ordinance authorizes an expenditure of $52,247.00 to pay MORPC for helping to plan, prepare, and coordinate the SCIP and LTIP programs for the Transportation Division.  Last year's expenditure was $7,358.00.  
 
Emergency action is requested to expedite payment to MORPC.  Their invoice was received on April 21, 2005, and is due upon receipt and not later than May 30, 2005.
 
 
 
Title
 
To authorize the Public Service Director to make payment to the Mid-Ohio Regional Planning Commission for staff support services rendered in connection with the State Capital Improvement Program and Local Transportation Improvement Program for the Transportation Division; to authorize the expenditure of $52,247.00 from the 1995, 1999 Voted Streets and Highways Fund for this purpose, and to declare an emergency.  ($52,247.00)
 
 
 
Body
 
WHEREAS, the Mid-Ohio Regional Planning Commission (MORPC) renders staff support services to the District Three Public Works Integrating Committee in connection with the State Capital Improvement Program and the Local Transportation Improvement Program, Round 18; and
 
WHEREAS, the cost of these services is assessed as a percentage of funds awarded to the City of Columbus Transportation Division; and
 
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that it is immediately necessary to authorize payment of this obligation by MORPC'S May 30, 2005, deadline, thereby preserving the public health, peace, property, safety and welfare; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director be and hereby is authorized to render payment of $52,247.00 to the Mid-Ohio Regional Planning Commission for staff support services rendered in connection with Round 18 of the State Capital Improvement and Local Transportation Improvement Programs for the Transportation Division.
 
SECTION 2.  That for the purposes of making this payment, the expenditure of $52,247.00, or so much thereof as may be necessary, be and hereby is authorized from Fund 704, the 1995, 1999 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6621, OCA Code 644385 and Project 530208.
 
SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
