Explanation
Automated side loader collection vehicles are an integral part of the Refuse Collection Division's mechanized collection
system.  This ordinance authorizes the purchase of fifteen (15) automated side loader trucks to replace aging, high
maintenance expense vehicles.  Formal competitive bids were solicited and opened by the Purchasing Office on
August 10, 2005 (solicitation #SA001700GRW).  The complete refuse collection truck consists of the cab, chassis and
body.  Four (4) bids were received for the cabs and chassis as follows:

The lowest bidder that meets specifications is ESEC Corporation's bid for the Peterbilt 320.
 
An engine warmer was included in the truck specifications which will improve vehicle start up during periods of extreme cold temperatures.  This minimizes the need for extended idling periods, thus reducing fuel consumption, and is consistent with the Mayor's "Get Green" initiative.

The lowest bidder that meets specifications is Bell Equipment's bid for the Wayne Curb Tender.
 
The division recommends the purchase of the Peterbilt cab and chassis from ESEC Corporation dba Columbus Peterbilt, contract compliance number 34-1285858 (expiring September 17, 2006), and the Wayne Curb Tender body from Bell Equipment Company of Ohio, contract compliance number 38-1941706 (expiring August 15, 2006) as the lowest, best, most responsive and most responsible bidders.  The total cost of the complete truck is $180,820.00 per unit.
 
The division expended $1,300,257.00 in 2001 for the purchase of nine (9) automated side loader units ($144,473.00/unit), $2,917,062.01 in 2002 for the purchase of nineteen (19) units (average $153,529.58/unit), $1,423,348.00 in 2003 for the purchase of nine (9) units ($158,149.77/unit) and $3,294,624.00 in 2004 for the purchase of twenty-one (21) units ($156,886.86/unit).
 
Fiscal Impact:  The Refuse Collection Division budgeted $2,712,300 in the 2005 Capital Improvements Budget for the purchase of automated side loading refuse trucks.  This ordinance authorizes an expenditure of $2,712,300.00.  Actual funds will be available in the 1995, 1999 Voted Refuse Collection Fund in the Mechanized Collection System project as a result of the Fall 2005 bond sale.  
 
Emergency action is requested to expedite the receipt of these new trucks that have a very long delivery lead-time.

Body
WHEREAS, the Purchasing Office solicited formal competitive bids to acquire automated side loader refuse collection
trucks on behalf of the Refuse Collection Division; and
 
WHEREAS, bids received for solicitation #SA001700GRW were opened on August 10, 2005; and
 
WHEREAS, the purchase of these vehicles is a budgeted expense within the Division's 2005 capital improvements
budget; and
 
WHEREAS, these trucks will replace aging and high maintenance expense vehicles; and
 
WHEREAS, an emergency exists in the usual daily operation of the Refuse Collection Division, Public Service Department,
in that it is immediately necessary to enter into contracts for the purchase of these vehicles to assure their timely delivery,
thereby preserving the public health, peace, property, safety and welfare, now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Finance and Management Director be and hereby is authorized to enter into contracts for the
purchase of fifteen (15) automated side loader refuse collection trucks for the Refuse Collection Division as follows:

SECTION 2.  That the expenditure of $2,712,300.00, or so much thereof as may be needed, be and hereby is authorized
from Fund 703, the 1995, 1999 Voted Refuse Collection Fund, Department No. 59-02, Refuse Collection Division, Object
Level One Code 06, Object Level Three Code 6652, OCA Code 644419 and Project 520001 to pay the cost thereof.
 
SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is
hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval
by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
