Explanation
BACKGROUND:
This ordinance authorizes the amendment of ordinance 2218-2024 to authorize the Director of Public Service to enter into a grant agreement with The Columbus Foundation. The funding, purpose, and nature authorized by ordinance 2218-2024 remain the same. This amendment is intended strictly to make a payment to The Columbus Foundation, the Keep Columbus Beautiful Foundation (“KCB Foundation”) versus requiring an agreement.
Fiscal Impact: This ordinance amends Ordinance 2218-2024 with no fiscal impact to the funds authorized through it.

WHEREAS, This ordinance authorizes the amendment of ordinance 2218-2024 to authorize the Director of Public Service to enter into a grant agreement with The Columbus Foundation.; and
WHEREAS, the funding, purpose, and nature authorized by ordinance 2218-2024 remain the same; and
WHEREAS, this amendment is intended strictly to make a grant payment to The Columbus Foundation, the KCB Foundation versus requiring an agreement; and
WHEREAS, an emergency exists in the usual daily operation of The Department of Public Service in that it is immediately necessary to amend ordinance 2218-2024 as soon as possible to distribute funding to local community for the City’s litter mitigation initiative, for the immediate preservation of the public health, peace, property, and safety,; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Ordinance No. 2218-2024 be and is hereby amended as follows:
Title:
To authorize the Director of the Department of Public Service to enter into a grant agreement with The Columbus Foundation in support of Cleaner Columbus Initiative; and Tto authorize an appropriation and expenditure of $483,000.00 within the Neighborhood Initiatives subfund to pay The Columbus Foundation, the Keep Columbus Beautiful Foundation, for the management and administration of the 2024/2025 Youth Group Cleanup grant program. ($483,000.00)
SECTION 1. That the Director of the Department of Public Service is hereby authorized to make payment to enter into a grant agreement with The Columbus Foundation, the Keep Columbus Beautiful Foundation in support of the Cleaner Columbus Initiative and to make payment to the organization for the Keep Columbus Beautiful Foundation to support the Cleaner Columbus Initiative.
SECTION 2. That the existing Title and Section 1 of Ordinance No. 2218-2024 are hereby repealed.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
