Explanation
BACKGROUND: Canine "Maverick," a Bomb Squad dog, was acquired by the Division of Fire in 2016; "Maverick" will be retiring from active service effective October 2023 and will continue living with his handler, Firefighter Richard Harding.
It is recommended that "Maverick" be sold to Firefighter Harding, who will continue to provide a good home to this canine that has served the citizens of Columbus for several years. Firefighter Harding will sign a general release document that relinquishes the City of Columbus from any liability as it relates to the post-retirement care and control of canine "Maverick," and assigns that liability to Firefighter Harding.
FISCAL IMPACT: There is no fiscal impact upon the Fire Division due to this ordinance.

To authorize and direct the Director of the Department of Finance and Management to sell to Firefighter Richard Harding, for the sum of $1.00, a Bomb Squad canine with the registered name "Maverick", which has no further value to the Division of Fire; and to waive the provisions of the Columbus City Codes, Sale of City-Owned Personal Property. WHEREAS, it is recommended that canine "Maverick," a retired Bomb Squad dog with the Division of Fire since 2016, be authorized to be sold to handler Firefighter Richard Harding; and
WHEREAS, it is in the best interest of the City to waive the relevant provisions of Chapter 329 of the Columbus City Codes relating to the Sale of City-Owned Personal Property to permit the aforementioned sale; and
WHEREAS, it is in the best interest of the City to allow this canine to be purchased by Firefighter Richard Harding for the sum of $1.00; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Finance and Management to authorize the Director to sell this canine upon his retirement; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director be and is hereby authorized and directed to sell a Bomb Squad canine with the registered name of "Maverick" to Firefighter Richard Harding.
SECTION 2. That the Council finds that the Bomb Squad canine with the registered name of "Maverick" is no longer needed by the City for public use.
SECTION 3. That this Council finds it is in the best interest of the City to waive the relevant provisions of Chapter 329 of the Columbus City Codes relating to the Sale of City-Owned Personal Property to permit the sale of this specific Bomb Squad canine "Maverick" to Firefighter Richard Harding for the sum of $1.00.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
