Explanation
BACKGROUND:
This legislation authorizes the Director of the Department of Development to modify contract EL007259 with the Columbus Compact Corporation by granting a time extension of three (3) months. The modification will extend the contract through April 30, 2008. This extension is necessary to allow the Columbus Compact time to continue administering on-going activities related to Round II Initiatives of the Empowerment Zone Strategic Plan.
Contract EL007259 provides CDBG funds to cover a portion of the administrative expenses of Compact staff to oversee the daily management of EZ-funded programs.
This legislation is presented as an emergency to provide the Columbus Compact with additional time to implement on-going programs without interruption.
FISCAL IMPACT:
No additional funds are required for this modification.
Title
To authorize the Director of the Department of Development to modify a contract with the Columbus Compact Corporation by extending the term of the contract for three (3) months. ; and to declare an emergency.
Body
WHEREAS, the Director of the Department of Development desires to modify contract EL007259 with the Columbus Compact Corporation by extending the contract through April 30, 2008, a 3 month extension; and
WHEREAS, this modification will provide the Columbus Compact Corporation with additional time to provide administrative oversight of the Columbus Empowerment Zone on behalf of the City; now, therefore, and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, Neighborhood Services, in that it is immediately necessary to modify Contract No. EL007259 with the Columbus Compact Corporation by extending the time of the contract by 3 months to implement on-going programs without interruption, all for the preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development is hereby authorized to modify CDBG-funded Contract No. EL007259 with the Columbus Compact Corporation by extending the contract by 3 months, through April 30, 2008.
Section 2. That this modification is approved pursuant to Section 329.16 of the Columbus City Codes.
Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
