Explanation
 
This legislation authorizes the Director of Finance and Management to establish a blanket purchase order for the Division of Sewerage and Drainage, to obtain Rabble Arms and Teeth in accordance with an established Universal Term Contract.
 
The parts are used for routine repairs and rehabilitation of incinerators located at the Southerly Wastewater Treatment Plant and Jackson Pike Wastewater Treatment Plant. This request is for the Southerly Wastewater Treatment Plant only.
 
The parts will be purchased from an established Universal Term Contract FL003707 which expires on October 31, 2010. Legislation is being processed due to the fact that the Division of Sewerage and Drainage has certified $100,000.00 during this current fiscal year and the amount requested will exceed the threshold allowed without legislation for Universal Term Contracts. The Southerly Wastewater Treatment Plant incinerators are undergoing rehabilitation and parts are needed for this project.
 
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

FISCAL IMPACT: $50,000.00 is budgeted and needed for this purchase.

WHEREAS, the Purchasing Office established a Universal Term Contract, FL003707, for the purchase of Rabble Arms and Teeth  for the Division of Sewerage and Drainage; and
 
WHEREAS, the parts are used for routine repairs and rehabilitation of incinerators located at the Southerly Wastewater Treatment Plant and Jackson Pike Wastewater Treatment Plant. This request is for the Southerly Wastewater Treatment Plant only; and
 
WHEREAS, the parts will be purchased from an established Universal Term Contract FL003707 which expires on October 31, 2010. Legislation is being processed due to the fact that the Division of Sewerage and Drainage has certified $100,000.00 during this current fiscal year and the amount requested will exceed the threshold allowed without legislation for Universal Term Contracts. WHEREAS, a blanket purchase order will be established in accordance with the terms, conditions and specifications of contract number FL003707 on file in the Purchasing Office; now, therefore
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1.  That the Director of Finance and Management be and is hereby authorized to establish a blanket purchase order for the purchase of Rabble Arms and Teeth with Multiple Hearth Furnace Services for the Division of Sewerage and Drainage, in accordance with specifications on file in the Purchasing Office.
 
Section 2.   That the expenditure of $50,000.00 or so much thereof as may be necessary, be and is hereby authorized from the Sewerage System Operating Fund, Fund No. 650, as follows:
