BACKGROUND:
 
Need: The City of Columbus Division of Police Narcotics Bureau is participating in a High Intensity Drug Trafficking Area (HIDTA) Task Force. Federal funding for a building expansion project has been awarded to the task force by the Department of Justice. It is necessary to expedite the expansion of the existing space to help maximize the effectiveness of the task force activities. Therefore, the City needs to accept and appropriate the awarded funds for the HIDTA Build-out Project and the Director of Public Safety needs to be authorized to expend the funds as soon as possible.
 
Bid Information: The following bids were solicited as informal bids per Facilities Management:
 
      Higgins Contracting            $51,274.00
      Pizzuti                        $64,595.00
      Bomar Construction, Inc.            $63,169.00
 
Contract Compliance No: 20-1254749
 
Emergency Designation: Emergency legislation is necessary to make the awarded funds available and to begin the expansion project at the earliest possible time.
 
FISCAL IMPACT: There is no impact for the City General Fund Account. All appropriated funds will be reimbursed by the task force funding award.

Body
 
WHEREAS, the Columbus Division of Police Narcotics Bureau is participating in a High Intensity Drug Trafficking Area (HIDTA) Task Force and has been awarded funding for the HIDTA Build-out Project; and
 
WHEREAS, the award funding will provide for an expansion of space for the task force activities and this space expansion is needed at the earliest possible time; and
 
WHEREAS, a contract should be awarded to Higgins Contracting for the HIDTA Build-out Project; and
 
WHEREAS, it is necessary to waive the provisions of Section 329 of the Columbus City Codes, 1959; and
 
WHEREAS, an emergency exists in the usual daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to authorize the Director of Public Safety to accept a High Intensity Drug Trafficking Area (HIDTA) Task Force funding award; to authorize an appropriation for the HIDTA Build-out Project, and to enter into contract with Higgins Contracting so that the awarded funds are available at the earliest possible date for the preservation of the public health, peace, property, safety and welfare; now therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of Public Safety be and is hereby authorized and directed to accept a High Intensity Drug Trafficking Area Task Force funding award for the HIDTA Build-out Project.
 
Section 2. That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purposes during the project period, the sum of $51,274.00 is appropriated as follows:

Section 3. That the monies appropriated in the foregoing Section 2 shall be paid upon order of the Director of Public Safety; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
Section 4. That the Director of Public Safety be and is hereby authorized and directed to enter into contract with Higgins Contracting for the HIDTA Build-out Project.
 
Section 5. That the provisions of Section 329 of the Columbus City Codes, 1959, are hereby waived.
 
Section 6. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
