Explanation
BACKGROUND:
Need: In 2003 the Division of Police implemented an electronic records management system (RMS) for offense and complaint/incident reports. As part of the original purchase contract the Division was provided the option to purchase (5) one-year annual software and maintenance terms. The Division needs to modify the contract in order to purchase the 5th year of the maintenance term per ordinance 1667-2006.

Emergency Designation: Emergency legislation is requested for this ordinance so as to allow for the maintenance contract to continue uninterrupted and to meet a grant expenditure deadline.
FISCAL IMPACT:
This fifth year maintenance term will be purchased with FY2005 and FY2006 Justice Assistance Grant Funds; therefore, there will be no impact on the financial status of the General Fund. In 2005 and 2006, contract modifications/extensions cost $319,081 and $178,616 respectively. The 2005 modification included funds for an Intelligence module, and a personnel peformance and evaluation system. Total cost for maintenance in 2005 was $170,110.00.

To authorize and direct the Public Safety Director to modify the contract with Motorola, Inc., formerly CRISNet Inc., for the Division of Police for the purchase of the fifth year of maintenance and support, and to authorize the expenditure of $184,829.50 from the Justice Assistance Grant (JAG); and to declare an emergency. WHEREAS, appropriated funds in FY2005 and FY2006 Justice Assistance Grant are needed to purchase maintenance services: and
WHEREAS, the Division of Police implemented an electronic records management system for offense and complaint/incident reports; and
WHEREAS, the Division of Police wants to modify the contract in order to purchase the fifth year of system maintenance and support; and
WHEREAS, emergency legislation is needed to allow for the maintenance contract to continue uninterrupted and to meet a grant expenditure deadline; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to establish a maintenance contract for uninterrupted service and meet an approaching grant deadline, for the preservation of public health, peace, property, safety and welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Safety Director be and hereby is authorized to modify the contract in the total amount of $184,829.50 to Motorola, Inc. formerly CRISNet for the purchase of the fifth year of maintenance and support for the Division of Police, Department of Safety.
SECTION 2. That the expenditure of $184,829.50 or so much thereof as may be needed, be and the same is hereby authorized as follows:

SECTION 3.
