Explanation
 
This legislation authorizes the Director of the Office of Education to modify the contract with Catholic Social Services, Contract No. EL005135. The modification will allow the YMCA to assume the operation of the  St. Aloysius Kids Club after school programming as of August 1, 2005.  The ending date will remain the same, December 31, 2005.  The new vendor, YMCA will assume all financial responsibilities, the remaining balance of the contract, $12,000.00.  This program is designed to give children a strong self worth, academic ability and community responsibility.
 
FISCAL IMPACT
A total of $15,000.00 had been encumbered from the Mayor's Charitable Trust, Dept. No. 40-04,  Fund 224, PCA 40101 Object Level 3337.  To date a balance$12,000.00 remains.
 
EMERGENCY DESIGNATION
This ordinance is being submitted as an emergency measure so that the YMCA will be able to hire and pay staff for the upcoming school year without delay.

To authorize the Director of the Office of Education to modify an existing contract with Catholic Social Service to allow the YMCA to assume the operation of the St. Aloysius Kids Club after school program from Catholic Social Services beginning August 1, 2005; and to declare an emergency.  
 
 
Body
 
WHEREAS, the Director of the Office of Education desires to modify Contract No. EL005135 Ordinance No. 0341-2005 with Catholic Social Services which was passed on February 28, 2005; and
 
WHEREAS, a total of $12,000.00 remains encumbered to the existing contract for the use of the St. Aloysius Kids Club after school program; and
 
WHEREAS, the modification will begin August 1, 2005 and end Decemeber 31, 2005 which will allow the YMCA to hire and pay staff for the upcoming school year; now, therefore  and
 
WHEREAS, an emergency exists in the usual daily operation of the Office of Education in that it is immediately necessary to authorize said modification to avoid interruption in necessary services, thereby preserving the public health, peace, property, safety, and welfare;  now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That the Director of the Office of Education be and hereby authorized to modify Contract No. EL005135 Ordinance No. 0341-2005.
 
SECTION 2. This modification will change the vendor from Catholic Social Services to the YMCA beginning August 1, 2005.
 
SECTION 3. The new vendor, YMCA will manage the remaining balance of the contract $12,000.00.
 
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part of hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
