BACKGROUND:  This ordinance authorizes the Public Service Director to enter into two contracts for the Facilities Management Division for the renovation of 2077 Parkwood Avenue.  The Police Division, Public Records Unit, will use the building for remote storage.  Currently, the Police Division occupies leased space for these records, at an annual cost of $34,200.  The renovation of 2077 Parkwood Avenue will allow the Police Division to discontinue paying for this lease.  
 
This ordinance authorizes the Public Service Director to enter into contract with Colonial Painting, Inc. in the amount of $55,250.00 for painting and wall renovation at 2077 Parkwood Avenue.  The building has been vacated for several years and the paint is in a serious state of disrepair.  The renovation will consist of repairing of the block and painting both the entire exterior and interior of the building.  The contractor has sixty days upon the award of the contract to complete the work.
 
Formal proposals were solicited on August 31, 2004, and opened on September 7, 2004.  One bid was received as follows (0 MBE, 1 FBE*):

The Facilities Management Division recommends the contract award to the most responsive and responsible bidder, Colonial Painting, Inc  
 
This ordinance also authorizes the Public Service Director to enter into contract with Door Company of Ohio, Inc. in the amount of $19,838.00 for the renovation of the exterior doors at 2077 Parkwood Avenue.  The existing service doors have rotted.  The overhead doors are inoperable and very brittle.  The renovation will consist of the installation of four overhead doors and four steel service doors with steel frames.  The contractor has forty-five days upon notification of the award of the contract to complete the project.  
 
Formal proposals were solicited on August 11, 2004, and opened on August 31, 2004.  Four bids were received as follows (0 MBE, 1 FBE*):

The Facilities Management Division recommends the contract award to the most responsive and responsible bidder, Door Company of Ohio, Inc.  The bid submitted by Graf & Sons, Inc. was non-responsive.  The bid omitted the service doors.
 
Emergency action is requested so that the contractors will be able to complete these projects before or during the winter weather season.   The Police Division's current lease for storage expires in March 2005.
 
Fiscal Impact:  The Police Division budgeted $270,000 for the renovation of this building in the Capital Improvement Budget. The cost of these two contracts is $75,088.  A previous ordinance authorized the renovation of the roof for $215,987.00.  The total costs of the renovations, after this ordinance, is $291,075.  The Police Division expects to realize savings in other renovation projects.

Body
 
WHEREAS, the painting and wall renovation and the exterior doors at the Police Division building at 2077 Parkwood Avenue are in disrepair and in need of renovation, and  
 
WHEREAS, formal competitive bids were advertised and received by the Facilities Management Division for the painting and wall renovation and the renovation of the exterior doors at 2077 Parkwood Avenue, and
 
WHEREAS, the Facilities Management Division recommends acceptance of the bids submitted by Colonial Painting, Inc. and Door Company of Ohio, Inc., as the most responsive and responsible bidders, and
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Facilities Management Division, in that it is immediately necessary to authorize the Public Service Director to enter into contracts with Colonial Painting, Inc. and the Door Company of Ohio, Inc., for painting and wall renovation and new exterior doors at 2077 Parkwood Avenue, allowing the projects to be completed before or during the winter weather season, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director is hereby authorized to contract with Colonial Painting, Inc., and the Door Company of Ohio, Inc., for the painting and wall renovation, and new exterior doors at 2077 Parkwood Avenue.
 
SECTION 2.   That the expenditure of $75,088.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.
