BACKGROUND: This legislation authorizes an amendment to Ordinance No. 3221-2018, passed by Columbus City Council on March 11, 2019, as amended by Ordinance No. 3169-2022, passed by Columbus City Council on December 5, 2022, and as amended by Ordinance No. 3449-2023, passed by Columbus City Council on December 11, 2023 to change the Department of Development’s fee schedule that supports the Department of Development’s administrative and project costs associated with administering the Department of Development's programs. An amendment is needed for the purpose of updating the Department of Development’s fee schedule.
Through the use of targeted programs and incentives, the Department of Development encourages the development of land and affordable housing, the retention and creation of new jobs, and leveraging of private investment. Fee schedules have been developed and previous adopted for the following divisions within the Department of Development: Economic Development, Housing, and Land Redevelopment.

Title
To amend Ordinance No. 3221-2018, as amended by Ordinance No. 3169-2022 and 3449-2023 for the purpose of changing the Department of Development’s Fee Schedule for fees that support the Department’s administrative and project costs associated with administering Department of Development programs. WHEREAS, the City of Columbus, pursuant to Ordinance No. 3221-2018, passed by Columbus City Council on March 11, 2019, as amended by Ordinance No. 3169-2022, passed by Columbus City Council on December 5, 2022, and as amended by Ordinance No. 3449-2023, passed by Columbus City Council on December 11, 2023 authorized the Director of the Department of Development to establish a fee schedule that supports the Department of Development’s administrative and project costs associated with administering programs of the Department of Development; and
WHEREAS, through the use of targeted programs and incentives, the Department of Development encourages the development of land and affordable housing, the retention and creation of new jobs, and the leveraging of private investment; and
WHEREAS, the following Divisions within the Department of Development have developed and previously adopted fee schedules associated with the program goals mentioned above: Economic Development, Housing, and Land Redevelopment; and
WHEREAS, the Department of Development desires to repeal and replace the Department of Development’s fee schedule to update such fee schedule to continue to support the Department of Development’s administrative and project costs associated with administering programs of the Department of Development; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Ordinance No. 3221-2018, passed March 11, 2019, by Columbus City Council, as amended by Ordinance No. 3169-2022, passed on December 5, 2022, by Columbus City Council, and as amended by Ordinance No. 3449-2023, passed by Columbus City Council on December 11, 2023 is hereby amended again by repealing and replacing the prior Exhibit A’s to those aforesaid ordinances with Exhibit A attached hereto to change the Department of Development’s fee schedule.
SECTION 2. That the Director of the Department of Development is hereby authorized to amend the Department of Development’s fee schedule and to impose and collect the fees provided for in Exhibit A attached hereto in order to support the Department of Development’s administrative and project costs associated with administering the programs of the Department of Development.
SECTION 3. That for the purposes stated in Section 2, the Department of Development’s fee schedule attached to this ordinance as Exhibit A, which is incorporated herein by reference, is hereby deemed approved for the amounts set forth and for the activities identified therein.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
